Today, about half of the total global exports of the textile and garments industry(TGI)come from several developing countries including Bangladesh,India,Vietnam, and Indonesia. In some of these countries,TGI export contributes substantially toward the country’s total income. For example,TGI accounts for about 80% of Bangladesh’s total exports.Despite the importance, the technology infrastructure in developing countries is still underdeveloped and lacks the sustainable and long-term growth of the industry. The practice has proved that it is wise to gain advanced experience from developed industries(e.g.,China).The focus of the research is to study the factors that influence the upgrading of TGI industrial clusters to ensure the path of the industry’s development.By exploring China’s path of upgrading the textile and garments industries,we can obtain the innovative information, knowledge, and technology of the industry’s upgrading;finally, help Bangladesh’s textile and garments entrepreneurs to improve innovation and competitiveness. The study conducted a detailed investigation of the technology transfer mechanism and the Chinese TGI cluster. From this detailed investigation, the study developed enough literature to back up the hypotheses and measurement items for Bangladesh-based data collection. In the process of research,an online survey method was used, which recruits experts from TGI,including technicians and university professors from Bangladesh.Participants were asked to answer a set of questionnaires that measure their views on several important structures of the industrial cluster.Next, several statistical techniques including descriptive statistics, exploratory factor analysis(EFA),confirmatory factor analysis(CFA),Cronbach’s alpha were performed in the data processing stages,as well as multiple regression analyses were done on hypothesis testing to prove that the method is effective. All assumptions are supported except that the information shared relationship affects competitive strength.According to the results, differences between companies will be reduced through information sharing, while similarity increases, which may reduce the company’s competitive advantage.China has a long-term investment plan in Bangladesh’s TGI,so the findings of this study have important implications for both countries.Through TGI industrial cooperation,China can help Bangladesh to formulate an industrial cluster upgrade strategy.Since the TGI industry cycle follows a similar pattern among different developing countries, the results of Bangladesh-based research will have important enlightening significance and experience for other developing countries’ TGI industrial upgrading.
