In the report of the 18 th National Congress of the Communist Party of China,the national poverty alleviation and development work was once again promoted to a new level of governance and administration.The Party Central Committee called for the broad cohesion of all sectors of society,accelerated the implementation of targeted poverty alleviation strategy,and laid the foundation for achieving the decisive victory in 2020 and building a moderately prosperous society in an all-round way.In the seven years from 2012 to 2019,China's poverty-stricken population has been reduced from 98.99 million to 5.51 million,The poverty-stricken rate has reached 95%.China's poverty alleviation efforts are large,large-scale and profound,and the fruitful achievements have become a miracle in the history of human anti-poverty.However,while making decisive progress in tackling poverty alleviation,China's poverty alleviation work ushered in the historic moment of the decisive battle and the new challenges facing the poverty alleviation work.In the nineteen major reports,General Secretary Xi Jinping once again lifted the poverty relief work to a new strategic height,and gave new connotation to the work of tackling poverty alleviation in the new era,and put forward new targets and new mechanisms.And the new strategy emphasizes that the government should not only play a good role in poverty alleviation,but also mobilize social forces.Only with the participation of the whole society can the final victory be achieved.It not only points out the right direction to win the battle against poverty,but also fully demonstrates the firm determination to achieve the goal of poverty alleviation.In the practice of poverty control in China,the government,the market and the third sector play different roles in different poverty alleviation stages,all of which play irreplaceable roles.However,the defects and deficiencies of the three main bodies in poverty alleviation work are increasingly exposed,and the failure phenomenon in the poverty alleviation process occurs from time to time.As a new type of social organization originated from the west,poverty alleviation is not only the natural mission of social enterprises,but also the sustainable development mode of inclusiveness,innovation and commercialization of social enterprises,which adapts to the internal requirements of China's transformation from extensive "blood transfusion" poverty alleviation to refined "hematopoiesis" poverty alleviation,and solves problems in an innovative way It has injected new methods and ideas into the targeted poverty alleviation work,burst out amazing energy in the poverty alleviation work,effectively made up for the deficiencies of the government,market and the third sector in poverty alleviation in the aspect of refined poverty alleviation,and become one of the important social subjects of poverty governance in China.Based on the literature review on the participation of social enterprises in poverty alleviation at home and abroad and the related concepts of social enterprises in targeted poverty alleviation,this paper constructs the theoretical analysis framework of this paper based on the theory of social embeddedness.Taking the practice of "s social enterprises" participating in targeted poverty alleviation as an example,it analyzes the participation of "s social enterprises" from four embeddedness levels of social embeddedness theory The action logic of quasi poverty alleviation,and then extract the difficulties that Chinese social enterprises face in participating in the targeted poverty alleviation from the case analysis,mainly reflected in the low social awareness,limited internal and external resources support,lack of norms and support of relevant systems,and based on the theory of social embeddedness,from the lack of systems based on institutional embeddedness and the integration based on relationship embeddedness This paper makes a deep analysis of the causes of the difficulties from four aspects: the lack of network,the limited organizational capacity based on structural embedding and the limited cultural environment based on cognitive embedding.Finally,in view of the difficulties and causes of the participation of social enterprises in targeted poverty alleviation,it puts forward optimization ideas from the aspects of institutional embedding,relationship embedding,structural embedding and cognitive embedding,with a view to the participation of Chinese social enterprises in targeted poverty alleviation The practice of poverty alleviation provides certain reference.
