Scientific and technological innovation is an important strategic arrangement to support China's long-term development in the future.In China's transformation from factor-driven to innovation-driven,the high-tech industry plays the role of a core pilot sector.From independent research and development to the formation of independent intellectual property rights,accompanied by the transformation and upgrading of industry.Today,the monopoly and restriction of the core cutting-edge technology are strengthened,and the room for imitation and innovation of high-tech enterprises is reduced,so the late development and rise of Chinese technology is facing a huge challenge.To a large extent,China's economic development relies on technological progress.Intellectual property rights are protected by defining property rights to protect innovation achievements from being imitated,so as to mobilize the enthusiasm of enterprises for independent innovation.On the other hand,the protection of intellectual property will also increase the cost of technology transfer and reduce technology spillover,which is not conducive to industrial innovation.Therefore,the study of the impact of intellectual property protection on the relationship between independent R&D and innovation performance of high-tech industry can not only reveal the role of intellectual property protection in thechannels of independent R&D's impact on innovation performance of high-tech industry,but also facilitate the discussion of the appropriate intellectual property protection interval to foster the independent innovation environment of enterprises.This article takes the high-tech industry as the research object,and studies the moderating effects of intellectual property protection on the relationship between independent R&D and innovation performance of high-tech industry.From the perspective of regional intellectual property protection,build a static threshold model that drives independent research and development to drive high-tech industry innovation performance,and explore the optimal intellectual property protection intensity range that is conducive to high-tech industry innovation and development through empirical testing.In this paper,the fixed effect model is selected to study the influence of independent R&D on innovation performance of high-tech industry.Then the regression of moderating effects is used to discuss the influence of intellectual property protection on the relationship between independent research and development and innovation performance of high-tech industry,and the differential GMM method is used for robustness testing.Further,a static threshold model is constructed,and the intensity of intellectual property protection in each region is used as a threshold variable to obtain the difference between the impact of independent research and development on the innovation performance of high-tech industries in areas with high intellectual property protection and areas with low intellectual property protection.Finally,according to the main problems raised in the status quo analysis and the conclusions drawn from the empirical research,we put forward targeted suggestions.Through empirical and theoretical research,following conclusions are drawn :(1)The independent R&D significantly promotes innovation performance of high-tech industry.(2)Intellectual property protection negatively moderates the positive relationship between the independent R&D and the innovation performance of high-tech industry.Intellectual property protection plays an inhibiting role in promoting innovation performance of high-tech industry through independentresearch and development,which shows the reality of low innovation quality in China.(3)The second conclusion is further tested by the static threshold model.It proves that independent research and development does not promote innovation well under the protection of high intellectual property rights.If intellectual property protection is higher than its optimal range,the promotion effect of independent research and development on innovation performance of high-tech industry will be restrained by reducing technology spillover and increasing technology transfer cost.By Combining empirical research with current situation analysis,the elastic coefficient of the impact of independent R&D on high-tech industry innovation is lower in areas with high intellectual property protection than in areas with low intellectual property protection,which proves that there is an optimal reasonable range for intellectual property rights protection in China and the existence of "low-quality patents".Intellectual property protection plays an inhibiting role in promoting innovation performance of high-tech industry through independent R&D.This is because the technology transfer cost will increase and the positive externality of knowledge spillover will be weakened under the high intellectual property protection intensity.Not only that,but also the difficulty of imitative innovation and the shortage of patent application are the causes of this problem.Based on this,in order to better play the role of intellectual property protection in promoting innovation,this paper proposes suggestions to strengthen innovation quality,improve product market conversion rate,increase regional absorption capacity,further encourage talent introduction and reduce technical barriers.
