With China's economic development entering a new era,it has become a consensus that high-quality development replaces high-speed growth,and under the overall requirements of building a moderately prosperous society in an all-round way,it is the general trend to achieve balanced regional development.However,the imbalance of regional development and urban system layout still exist in China.The central cities of Chengdu,Wuhan,Yinchuan and other central cities are in sharp contrast with the development of surrounding cities,resulting in the economic pattern of ‘one city dominates the others'.The reasons for this phenomenon include historical factors,economic laws,resource endowments,geographical location,policy differences,etc.However,this paper holds that the industrial factors,which are jointly affected by political factors and market factors,are more important and more intuitive in the process of regional economic development.Therefore,this paper focuses on the analysis of its impact on the phenomenon of ‘one city dominates the others'.Based on the central periphery theory of new economic geography,this paper studies the regional development differences at the provincial level,explores the relationship between them and the distribution of the urban system of ‘one city dominates the others',and gives an intuitive and descriptive analysis on the changes of industrial structure and the phenomenon of ‘one city dominates the others'.Then,this paper uses the K-means clustering algorithm to re-classify the provinces in China,based on the characteristics of industrial structure.Finally,based on the theoretical and empirical basis of the study of regional development differences at the provincial level,this paper studies the phenomenon of ‘one city dominates the others' from the perspective of prefecture level cities,expounds and analyzes the influencing factors one by one,and makes a comparative study of different provincial development models.The conclusions are as follows:(1)From the provincial level,the contradiction between the upgrading of industrial structure and the rationalization of industrial structure explains the phenomenon of ‘one city dominates the other' in some central provinces;(2)From the perspective of prefecture level cities,the second industry is the root of the economic difference between the provincial capital and the central city and the surrounding cities,which shows that the comparative advantage of the second industry in the province is more obvious;(3)The intensity of science and education financial investment and human capital dividend also have a significant impact on the phenomenon of ‘one city dominates the others'.The corresponding policy recommendations include:(1)Each prefecture level city in the province,especially the surrounding cities,should give full play to their comparative advantages,select the regional advantage industry development,and form a pattern of complementary advantages,coordination and progress with the provincial capital cities in the field of subdivision industry;(2)The surrounding cities pay attention to the construction of development zones and parks,undertake the industrial transfer of central cities,and internalize the corresponding industries into the development advantages of the region through the knowledge and skills training of relevant employees;(3)The surrounding cities also should strengthen the introduction of talents,attract the return of human capital through the new talent policy,and form the internal driving force of economic growth;(4)The government should increase the infrastructure construction of surrounding cities,reduce the transportation cost of enterprises and personnel commuting cost,provide convenient conditions for industrial migration,and rebuild secondary central cities;(5)The government should also increase the decentralization of power among local governments at all levels,mobilize the enthusiasm and vitality of the government,and form a sound competition pattern for economic development within the province.
