| The rapid development of the economy has led to increasingly prominent environmental pollution and waste of resources,and sustainable development has become an inevitable choice for the harmonious development of man and nature.As a social activity with high carbon emissions and high energy consumption,the transformation of traditional logistics industry to green logistics is an important direction and inevitable trend to achieve sustainable development and high-quality development,and in the current "dual carbon" background of carbon peak and carbon neutrality,it is necessary to transform the development model,optimize the energy structure,save energy and reduce emissions,and promote its green transformation.Green logistics meets the requirements of sustainable development in China,pursues economy while paying attention to environmental protection,in order to achieve the unity of economic benefits,environmental benefits and social benefits,effectively evaluates the development of green logistics,and studies the methods to promote the development of green logistics,which is of great significance for improving the development level of green logistics and realizing sustainable development of logistics.Based on the perspective of green and low carbon,considering the impact of logistics activities on the energy environment,the index system and comprehensive evaluation model for the evaluation of regional green logistics development level in Hebei Province are constructed,and the evaluation results can guide the formulation of regional green logistics development recommendations,and the evaluation methods can enrich the evaluation methods of green logistics development and be used for the evaluation of similar regional green logistics development levels.The main research is as follows: First,on the basis of combing the research on green logistics and regional logistics at home and abroad,combined with the development of regional green logistics in Hebei Province,an index system for evaluating the development level of regional green logistics in Hebei Province including the combination of economic indicators such as logistics economy,operation,infrastructure,energy environment and environmental indicators is proposed.Secondly,the subjective weights determined by the ordinal relationship analysis method and the objective weights determined by the CRITIC weighting method are combined to obtain the combined weights by multiplicative synthesis.Thirdly,the TOPSIS comprehensive evaluation model was constructed,the actual data of the development of green logistics in Hebei Province from 2011 to 2020 were collected,and the regional green logistics development level of Hebei Province was evaluated,and the evaluation results showed that the overall green logistics development level of Hebei Province in recent years was not high and fluctuating,especially the environmental benefit level was low.Finally,the main obstacles affecting the development level of regional green logistics in Hebei Province are analyzed through the obstacle model,and carbon dioxide emissions,freight volume,ecological governance investment,energy consumption,logistics fiscal expenditure,etc.are the main obstacle factors,and reasonable development suggestions such as reducing energy consumption and carbon emissions,increasing capital investment,improving freight efficiency,and promoting the coordinated development of economy and green logistics are put forward. |
