Study On Consumption-Supported Poverty Alleviation Standards

The 13th Five-Year Plan of China requires eradication of poverty,building of a well-off society in an all-round way by 2020.The solution to the problem of the poor population becomes more urgent on the way to realize a great Chinese dream[1].And in 2015,General Secretary Xi Jinping pointed out in his investigation in Guizhou that"accurate poverty alleviation must be achieved." At the same time,the Central General Office and the General Office of the State Council issued a document demanding"deepening reforms,innovating mechanisms for poverty alleviation and establishing an accurate poverty alleviation mechanism".Poverty alleviation has entered a new phase and more groundbreaking models are needed.The successful formulation and implementation of consumption-supported poverty alleviation standards is conducive to the realization of China's goal of accurate poverty alleviation,so that truly poor people can receive direct economic support,which is helpful for protection of the fragile ecological environment,for improvement of food safety and for bring it in line with relevant foreign standards in the future,so ad to promote export of related products and break the trade barriers.In this paper,theoretical studies and case studies on consumption-supported poverty alleviation standards are carried out through literature research method,comparative analysis method,expert consultation method,case study method,translation method,equal adoption method,equivalent adoption methods.The conclusions are as follows:Through the research methods such as literature research method,comparative analysis method,expert consultation method and case study method,this paper uses the standards-making research methods such as equivalent adoption to conduct theoretical research and case study on the consumption-supported poverty alleviation standards.The research conclusions are as follows:1.Consumption-supported poverty alleviation is a new model:Consumption-supported poverty alleviation is a new model of precision poverty alleviation based on the new concept and successful experience of international poverty alleviation,combined with China's long-term poverty alleviation practice,in line with China's national conditions and basically in line with international standards.2.Consumption-supported poverty alleviation is a new system:Consumption-supported poverty alleviation requires poor people in poverty-stricken areas to produce certified agricultural products in local conditions,and encourage consumers to support consumption-supported poverty alleviation through their selective consumption of products,requiring businesses to give priority to purchasing consumption-supported poverty alleviation products under the condition of same products,same quality and same prices.Additional expenses such as consultation and certification are paid by the government via the poverty alleviation funds.3.Consumption-supported poverty alleviation is a new set of certification standards:Consumption-supported poverty alleviation is composed of a series of standards and certification rules centered on consumption-supported poverty alleviation certification standards.The series of standards are a new certification scheme,which are guaranteed by the internationally popular third-party certification and identified by consumption-supported poverty alleviation certification logo and supported through consumers' consumption behavior.4.Consumption-supported poverty alleviation standards are based on the 12 laws and regulations related to social responsibility and environmental protection and four food safety-related standards.The theoretical basis of consumption-supported poverty alleviation is the traditional Chinese concept of "rescue the desperately poor and help those who were in difficulty" and the concept of international fair trade.5.While drawing on international fair trade standards,the focus of consumption-supported poverty alleviation standards are:(1)determining the applicants for consumption-supported poverty alleviation certification are producers,businesses and consumers;(2)consumption-supported poverty alleviation responsibilities including production operators fulfilling their commitment to poverty alleviation responsibility for their workers and staff,to improve working conditions,to support local rural culture and environmental construction,to respect local rural residents and minority rights,and to protect animal welfare;(3)responsibilities for employee welfare include:prohibition of child labor and protection of young workers and female workers(4)(5)(6)(7)(8)(9).6.In terms of theoretical research,it sums up the moral and theoretical basis for consumption-supported poverty alleviation;it establishes the study of the connotation of consumption-supported poverty alleviation,main contents,and focus and key issues of consumption-supported poverty alleviation standards.(1)Consumption-supported poverty alleviation refers to the use of online and offline platforms to guide and encourage the public to actively consume high-quality agricultural products in impoverished areas as the main means to explore and develop famous products in poor areas.A poverty alleviation project with the main purpose of increasing the income of poor groups and raising the production and living conditions of them.It is not only an effective measure to promote the poverty-stricken people to shake off poverty and increase their income in precision poverty alleviation work,but also an important means to improve and create varieties,quality and brand building in poverty-stricken areas and achieve stable poverty alleviation.(2)The legal basis for consumption-supported poverty alleviation standards should mainly follow 12 laws and regulations related to social responsibility and environmental protection,and four food safety-related standards.(3)It summarizes the focus of consumption-supported poverty alleviation standards,mainly including the five chapters:subject qualification,poverty alleviation responsibility,employee welfare responsibility,ecological environmental responsibility,product safety requirements.(4)It summarizes the key issues of consumption-supported poverty alleviation standards,researches on the subject qualifications,employee benefits,ecological environment as well as the parts of these standards that are not involved in the international fair trade standards.7?Many years of trials and promotion in Linfen City,Shanxi Province have proved that consumption-supported poverty alleviation is in line with China's accurate poverty alleviation practice and has practical value for promotion.The Consumption-supported Poverty Alleviation Information Platform has upgraded the management level of consumption-supported poverty alleviation,achieved the information management and monitoring of consumption-supported poverty alleviation,and traced the entire product quality.
