With the continuous development of the society,people's concept and choice of pension are gradually diversified.And institutional pension,a formal form of pension,has become the choice of more and more people in China.However,compared with cities,rural areas suffer from slow economic development,serious labor outflow,backward pension concept,heavy economic burden,few pension agencies,financing difficulties,single service and other problems.Rural areas are facing huge pension pressure,so the institutional pension situation is not optimistic.Compared with the traditional public pension agencies or private pension agencies,the publicly-owned privately-run pension agencies as a new pension model is still in the stage of exploration and development,and its development needs to be further discussed.This paper takes D Senior Care Home in Henan province,a publicly-owned privately-run pension agency,as the research object.Through three methods including documentary method,questionnaire survey method and interviewing method,this paper investigates and studies the elderly,related staff living in the D Senior Care Home and the government staff.Through the research,it is found that the development of D Senior Care Home is affected by its own problems and external problems,which are manifested in the shortage of funds,shortage of professional staff and the need to improve the elderly care service,etc.The external problems are mainly the limitations of the traditional concept of home-based care in rural areas and the unclear responsibilities of the government,which to some extent hinder the development of the pension agencies.Therefore,according to the local reality,in view of these problems,from the perspective of social governance,the author proposed to increase investment,improve the quality of elderly care services,improve the level of professionals,expand publicity,strengthen government supervision and other countermeasures.
