How Industry Helps The Poor

Since the reform and opening up,China's rural anti-poverty has made remarkable achievements.However,the difficulty of solving the problem of poverty is increasing,and the rural poor groups still lack an effective way out of poverty.At present,poverty is still the most prominent "short board" in the development of China's economy society,and the situation of poverty alleviation is complex and severe.The concept of "precision poverty alleviation" was first proposed by general secretary Xi Jinping in Hunan in 2013.In 2015,the State Council put forward the basic strategy of winning the fight against poverty through the accurate poverty alleviation.In 2016,the State Council issued a "13th Five-Year" plan to tackle poverty,pointing out that industrial poverty alleviation is one of the most important measures to tackle poverty.As an important strategic method to win the battle of poverty alleviation,industrial poverty alleviation still encountered many difficulties in the specific implementation process.In order to further enrich the relevant theories of poverty governance research,and constantly enrich and expand the poverty alleviation and development road with Chinese characteristics,this paper hopes to study and analyze this case,summarize the general experience,put forward practical policy suggestions,help the practice of targeted poverty alleviation in S town of Guixi City,so that the people can share the development results in the process of industrial poverty alleviation.This paper,through in-depth field research on industrial poverty alleviation in S town of Guixi City,comprehensively analyzes the poverty status and industrial poverty alleviation in S town of Guixi City.It is found that there are three main driving forces for poverty alleviation in S town of Guixi City: market driving force,institutional driving force and spiritual driving force.S Town stimulates the market power by promoting the prosperity and income increase through cooperatives,the system power through the full coverage of village collective economy,and the spiritual power through the combination of poverty alleviation and ambition support.This paper divides and compares the industrial poverty alleviation modes of the town,and summarizes four modes: capital investment type,technology driven type,labor-oriented type and land transfer type.The model of capital investment based industrial poverty alleviation refers to taking capital as the most important input element and giving full play to its supporting and subsidizing role in industrial poverty alleviation.It includes two seed models: asset equity model and capital direct subsidy model.The poverty alleviation model of technology driven industries refers to providing scientific guidance and technical training for the poor households who want to develop industries but lack science and technology,so as to promote the poor households to actively develop or participate in industries.The poverty alleviation model of labor-oriented industry refers to providing labor opportunities through village collectives,cooperatives,companies,etc.to help the poor households with labor ability and willingness to work,so that they can obtain wage income from labor.The poverty alleviation model of land circulation industry refers to the development of large-scale operation by transferring the land of poor households to new agricultural operation subjects or village collectives,and the income of land circulation and employment of poor households is obtained by orderly transferring the land according to law and giving priority to work.S town encourages poor households to participate in the industry through capital investment,improves the efficiency of industrial projects by using science and technology,forms a positive employment atmosphere through labor,and develops the uncultivated wasteland by using land circulation.But there are still the following problems: first,it is difficult to "support the will" by participating in the form of shares;second,the minority has learned and mastered scientific industrial skills;third,the employment opportunities of the semi labor ability group are relatively small;fourth,the local resource endowment has not been fully utilized according to local conditions.In order to enhance the self-development ability of poor households,stimulate the internal power of individuals,and consolidate the achievements of poverty alleviation in 2020,this paper suggests that: first,we need to transform "one-way blood transfusion" into "internal and external empowerment",stimulate the will to get rid of poverty internally,and strengthen the ability to get rid of poverty externally;second,we should further improve the industrial chain and expand the sales channels,and strive to extend the industrial chain of poverty alleviation,and innovate the industrial support;third,we should strengthen the propaganda of industrial poverty alleviation policies and ideas,strengthen the propaganda of industrial poverty alleviation,and speed up the construction of supporting facilities.
