A Research On The Policies Performance Of Investment Promotion In W Development Zone

Investment promotion is the source of regional development.Many local governments take investment promotion as the ’’No.1 Project’’.In order to promote investment promotion,the main initiatives include the establishment of specialized institutions,organzing recommendation activities and the implementation of investment promotion policies.The performance of the investment promotion policy plays a decisive role in attracting investment.Therefore,this paper focuses on the research on the performance of investment promotion policies.The development zone has always been the front line of investment promotion.This paper takes the W Development Zone as the research object,and sorts out its investment promotion policies for nearly 30 years.It is found that under the direct or indirect influence of these investment promotion policies,the economy of the W Development Zone is obviously enhanced,the industrial base is growing,and promote the concentration of human resources.In order to conduct a more comprehensive and objective evaluation,based on the characteristics of the Development Zone,this paper builds an index system concerned with economic development benefits,scientific and technological innovation benefits,openness benefits and eco-environmental benefits,and uses the TOPSIS to make a specific assessment.Through evaluation,the W Development Zone still has a lot of room for improvement in the cultivation of the technological innovation atmosphere,the degree of opening up,and the support for the private economy.In order to improve the performance of the investment promotion policy of the W Development Zone,we draw on the experience of investment promotion policies in advanced cities and development zones such as Shenzhen,Hangzhou,Suzhou Industrial Park and Guangzhou Development Zone.The Development Zone should adhere to the problem-solving orientation,improve the science and technology innovation system,promote the development of an export-oriented economy and the healthy development of the private economy.In addition,It is recommended to establish a ’’Catalog + Policy + Rules + Cashing Guide’’,explore the policy of the normal payment mechanism and building of incentive system and fault tolerance mechanism.
