With the improvement of people’s living standard,the requirement for living environment is higher and higher.However,at present,the frequent excavation of roads,laying various pipelines and increasing overhead lines in cities cause the phenomenon of "zipper roads" and "spider webs" in cities,which greatly affect the quality of living environment.In view of the chaotic situation in these cities,the government is determined to make changes,and the Party and the state will put the construction of a comprehensive pipe gallery on the agenda.The comprehensive pipeline gallery is a city comprehensive pipeline project which integrates power,communication,water supply and drainage,heat,gas and other municipal pipelines,and implements "unified planning,unified construction and unified management" with relevant supporting systems.In order to alleviate the debt risk of governments at all levels,the Party and the state adopt the PPP model for infrastructure investment from the top design.Governments at all levels regard the PPP model as a good recipe,and all kinds of projects try their best to adopt the PPP model.The construction of comprehensive pipeline corridor is just taking this advantage of the East wind.PPP mode is adopted in a large scale of comprehensive pipeline corridor all over the country,but the value of building comprehensive pipeline corridor is neglected.The object of this paper is to analyze the construction of underground comprehensive pipeline Gallery in MXH city of Changsha City,one of the ten pilot cities using PPP model,and summarize the practical experience.Firstly,this paper starts with the development status of comprehensive corridors at home and abroad,through comparative analysis of domestic and foreign comprehensive corridors,obtains the necessity of building comprehensive corridors in China,and finds out the advantages of PPP mode in the construction of comprehensive corridors in China.At the same time,the concept of VFM is elaborated,and the relationship between PPP mode and VFM is analyzed in depth.Combining with the actual situation of our country at present,it is concluded that PPP mode needs qualitative and quantitative evaluation for comprehensive pipeline gallery.Only after both of them are passed,can PPP mode be adopted.After studying and analyzing the relevant theories of PPP,relying on the PPP project of MXH underground comprehensive pipe gallery in Changsha City,the qualitative and quantitative analysis of the value for money is carried out.Firstly,the qualitative evaluation is carried out from the integration degree of the whole life cycle,risk identification and distribution,project performance and innovation,competitive situation and working ability of government agencies.Six basic indicators,such as project financing,are analyzed,and the feasibility of adopting PPP model from the attribute of the project is obtained.Then the quantitative analysis and evaluation of the project is carried out.The quantitative analysis and evaluation is based on the determination and calculation of PSC and LCC values.After calculation,it is concluded that the project is also feasible from the quantitative point of view.Through the VFM evaluation of the underground comprehensive pipeline PPP project in MXH city,a set of relevant data is obtained,and the VFM evaluation database of the national comprehensive pipeline PPP project is improved to provide reference for the follow-up domestic comprehensive pipeline PPP project value for money evaluation.
