| The report of the 19 th National Congress of the Communist Party of China put forwards a new statement of high-quality development for the first time,indicating that China’s economy has changed from a stage of rapid growth to a stage of high-quality development.Therefore,promoting high-quality development has become the basic feature and strategic task of China’s development in the new era.As the only municipality in the central and western regions,Chongqing is an important strategic fulcrum for the development of the western region and plays a unique and important role in the regional development of the country.Therefore,it is of great significance and value to study the high-quality development of Chongqing.However,the existing research mainly focuses on how to build a high-quality development evaluation index system,and lacks empirical research on high-quality development from various aspects and levels in a certain period of time by provinces and cities.Firstly,this paper defines the concept of high-quality development,according to this concept,it uses the principle of the evaluation index system and roughly screens the primary index set.The screening establishes a high-quality development evaluation index system of Chongqing from micro,meso and macro perspectives,which includes36 indexes.Secondly,this paper integrates the subjective and objective weights based on the game theory,and then,the rank sum ratio evaluation method and comprehensive index method are used to analyze and evaluate the high-quality development process of Chongqing in 2009-2017.Finally,this paper also analyzes the high-quality development of 38 districts and counties in Chongqing in 2016-2017,so as to find out the current problems of high-quality development in Chongqing.The research findings are as follows: First,Chongqing is in the stage of medium-quality development in 2009,2010 and 2012,and in the primary stage of high-quality development in 2011 and 2013-2017.Second,the overall level of Chongqing’s high-quality development is steadily improving.From a micro perspective,the efficiency change is the most stable,which is generally on the rise.However,the quality change fluctuates greatly,and there are still huge differences in dynamic change;from the meso perspective,the industry is constantly upgrading steadily,and the regions are becoming increasingly coordinated,but the development speed is slow.In terms of sales revenue of new high-tech products and service industry,structural adjustment still needs to be optimized;from the macro perspective,the development of people’s livelihood is relatively stable,while maintaining medium and high-speed economic growth,the development of general budget revenue and local tax needs to pay more attention to quality.Chongqing should focus more on environmental protection and pollution control while paying attention to the economic development.Third,the high-quality development of districts and counties in Chongqing fluctuates greatly,and the endogenous development of most districts and counties is not coordinated.The high-quality development of the main urban area is relatively good,while that of the Northeast Chongqing area is relatively poor.Among all districts and counties,Jiangbei District’s total high-quality development index scored the highest in 2017,which reached at 0.2923;Liangping County’s total high-quality development index scored the lowest in 2016,which reached at 0.1326.Therefore,this paper give six advice:(1)understand of high-quality development,and it promotes the formation of a new situation of high-quality development(2)improve high-quality development of product,and stimulates the development of quality revolution(3)advance innovation driven development strategy,and accelerate dynamic change and development(4)optimize industrial structure,and accelerate the coordinated development and development speed of each district and county(5)insist to pursue green and high-quality development,and make green the universal form(6)promote the high-quality development of economy,and coordinated economic and green development. |
