China's urbanization level enhances unceasingly,the city residents' growing demand for public transport and inadequate public transportation and the contradiction between increasing.Urban rail transit as an important part of public transportation is important for local governments,however,the urban rail transit investment is huge,and the investment payback period is long,many local governments finance is difficult to support the project construction,as a result,the subway construction project financing and risk control after the project before becoming the key factor of successful project.PPP model is between the government and social capital is to provide public goods and establish long-term partnership of risk sharing.This paper combined with the current situation of the development of Chinese and foreign PPP mode,analyzes China's current main problems in the field of the PPP,the PPP mode of government financing platform financing and metro project construction influence factors in the process of development.This dissertation mainly studies the PPP mode of financing and risk control problems,and through the implementation of chengdu metro line 18 cases of the PPP project theory and empirical analysis,using the new public management,public service,public organizations,public interest such as the new public management theory,analysis of the PPP project in typical use of public transportation infrastructure,based on the case in the public interest,public organizations and detailed analysis of the concrete application of public services,induction and summarizes the PPP project in the construction of the subway of efficiency and fairness of give attention to two or morethings effective financing model and risk control policy,provide public service for other projects to reduce the risk of financing and efficiency to provide the reference and reference.Difference to use economic and legal perspective,from the perspective of public management analysis of the PPP project financing platform and risk control,from the perspective of public organizations proposed perfect financing system,the research of chengdu metro 18,the implementation of PPP financing model and risk controls of project cases,for the development of China's PPP project financing and risk control Suggestions are put forward.This master thesis research idea is as follows: first,put forward in this paper,the research object,clarity and defining the way the PPP model in the form of financing platform,and the risk factors,the domestic research literatures,books,and carding literature,classification,analysis of the theory basis of financing model and risk of the government.Secondly,through the study of the case,from two aspects of financing platform,the risk control of PPP model for empirical analysis.Finally,summarize the advantage and experience of the PPP mode,implement PPP projects in China to provide experience for reference and enlightenment.Hope that through this article research,for subsequent Chinese small and medium-sized cities using PPP mode construction of rail transit fall to the ground to provide realistic significance of the project,and to make up for the PPP mode applied in the practical application of urban rail transit operation system research in the field of this specific vacancy modest contribution.
