Research On Risk Allocation Of PPP Financing Model Based On Infrastructure

The development of infrastructure construction in our country is just at the beginning stage,and the government department has realized that it is important for the infrastructure construction to promote the economic development and the industrial investment.But there are many problems in the construction of infrastructure financing stage.Through research and experience summary,we find that only to figure out the suitable government scientific and reasonable financing way can promote the construction of infrastructure projects.So the PPP financing mode in the environment arises at the historic moment.Summarizing the domestic and foreign many PPP project practice experience,we found that there are still a lot of problems to be solved on the risk sharing of PPP project.In the process of using early PPP financing mode,the government departments usually transferred more risks through contracts and agreement to the private sector to bear most of the risks.Due to the inability to take excessive risks in PPP projects,the private sector in the risk bear process usually can not complete the plan,which even leads to the failure of the project.Based on the research achievements of scholars,starting from an empirical perspective,a comprehensive analysis of the necessity and importance of infrastructure PPP project risk-sharing,and proposed solutions and related policy recommendations for the risk sharing of infrastructure PPP projects in China.Through research,the main conclusions of this paper are as follows: first,through scientific and reasonable risk identification and evaluation,the use of stochastic cooperative game model can solve the risk allocation problem;the second risks must be borne by the control,and risk sharing partner must have its commitment to limit;third,for unable to reach the proportion of risk sharing risk,we should take the transfer,security and other methods of risk aversion.In order to the risk identification,evaluation and risk sharing problems,the paper use the check table method and analytic hierarchy process,qualitative analysis,quantitative analysis of factor analysis method and stochastic cooperative game method,which will combine with qualitative analysis and quantitative analysiscombination in PPP project risk sharing problem research.
