The Effect Of Chinese Agricultural Anti-dumping

Anti-dumping has become one of the most commonly used non-tariff barriers.China has been the country that suffered the most anti-dumping investigations for many years,while there are comparatively fewer investigations initiated by China.Then whether China should increase anti-dumping actions to protect domestic industries? The answer depends on the trade effects and the welfare evaluation of anti-dumping.This research starts with agricultural products,taking two white feather broilers anti-dumping cases as example,to evaluate the trade effect and welfare evaluation of China's anti-dumping actions.This research uses the data of China Customs Database from 2006 to 2012 and 2015 to 2019,to analyze the trade destruction effect,trade diversion effect and total trade effect of these two white feather broilers anti-dumping cases from the perspective of the import volume and price.Besides that,to clear the impacts of using different time as anti-dumping point,this research compares the regression results from three points in time during an anti-dumping investigation: initiation,preliminary determination,and final determination.In terms of statistical method,this research uses Differences-inDifferences(DID)to reduce the impacts of non-anti-dumping elements.The main conclusions are as follows:First,China's two white feather broilers anti-dumping actions have trade destruction effect and trade diversion effect.These two investigations both reduce China's imports quantities from responded country,and increase the import quantities from nonresponded countries.In particular,the anti-dumping toward U.S.produces a significant trade diversion effect on Brazil,which also led to subsequent anti-dumping of Brazil.Second,there are differences in the impact on China's total import of white feather broilers: the total import reduces after taking anti-dumping action on U.S.,and the total import increases after taking anti-dumping action on Brazil.Third,the export companies of U.S.and Brazil decrease the export price of white feather broilers,and the other export companies coming from non-responded countries increase the export price since China initiated these two anti-dumping investigations.The reason why U.S.and Brazil companies decrease the price may because they are trying to ensure its market share in China.This decision partly led to the result of continuous anti-dumping at sunset review.Last,according to the regression results of three different points,the trade effects are more obvious by using preliminary determination point and final determination point as anti-dumping time.As a whole,although both of the two anti-dumping investigations exist trade destruction effect and trade diversion effect,to Brazilian one,the degree of trade diversion effect is greater than the other one,which offsets the relief effects brought by the trade destruction effect.It can be seen that the anti-dumping trade remedy effects on Brazilian white feather broilers is weaker than the other one.These above conclusions have some policy implications for China's agricultural anti-dumping.
