Research On Risk Management Of Ppp Project

With the continuous expansion of China's urban scale and the sustained growth of the national economy level,the traffic problems of major cities in China are becoming more and more serious.Urban rail transit(URT)is a kind of transportation method with higher safety,convenience,comfort and large transportation volume than public transport.However,due to the long cycle of urban rail transit projects and large investment funds,the government needs to bear a larger financial burden,which makes PPP projects come into being,which can effectively solve the government's financial problems,and better play to the advantages of social capital,so that the project can be implemented more smoothly.However,considering that PPP project itself involves a wide range,large investment scale,more risk factors and longer cooperation time,it often faces many risk factors.Therefore,strengthening risk identification and analysis of PPP project is very important to improve the level of risk management.This paper takes a tram PPP construction project of a company as an example,combines literature research with comparative analysis,qualitative analysis with quantitative analysis,practice with theory.Firstly,it combs the background,significance and research status of PPP project risk management at home and abroad.Secondly,it determines the PPP project and risk management based on the collected relevant information.Relevant concepts,and clear the main characteristics of PPP project,as well as the main methods of risk identification and evaluation;Thirdly,a company's tramway PPP construction project related situation,capital investment,organization and other related situations were summarized,which laid a sufficient foundation for the project;Fourthly,combined with the actual situation of a company's tramway PPP construction project,the WBS method was used.It identifies the risk and finds that there are 35 risk factors in the six construction stages,and completes the production of the risk list.Fifth,based on the risk factors identified by WBS method and the risk list formulated,it adopts FMEA risk analysis method to analyze and evaluate the risk,calculates RPN value for different risks,and identifies four high-risk risks whose RPN value exceeds 150.The corresponding measures are put forward to reduce the RPN value.Sixth,according to the characteristics of PPP project,the paper puts forward three management strategies: building risk management system,improving risk management system,improving risk management institutions and personnel training.Seventh,it summarizes the whole paper.The purpose of this study is to provide practical and reliable risk identification and analysis methods for PPP project risk management,so as to better enhance the level of risk management.
