MNCs have an important influence on the development of host countries. This paper investigates whether MNCs provide technological support and innovation spillovers to developing countries. In order to achieve this goal, this paper studies the positive and negative impacts of MNCs on developing countries. The results of this study will help to understand the knowledge spill over effects of MNCs in Namibia, and may encourage the Namibian government to accept more MNCs.It also has implications for other developing countries, particularly in Africa, which have a similar situation to that of Namibia. The current study will also provide a basis for further research on the impact of technology transfer and development by MNCs on developing countries. The study collects and uses second-hand data to analyse technology transfer by MNCs.The second-hand data used in this paper are mainly from books, periodicals, company website reports, newspapers and websites.Based on the existing data, the problem is analyzed and explained reasonably in this paper. In this paper,a case study is used to carry out effective research.Despite some degree of compliance with the UNFCCC organizational framework, technology transfer in Namibia is minimal.More must therefore be done to make Namibia a technologically independent country,to increase its share of knowledge and innovation and to narrow the technology gap and innovation deficit. The results of the data indicate that international subcontracting(outsourcing)of goods and trade services is the link between Namibia's diffusion and technology transfer.
