The Impact Of Free Trade Agreement Quality On The Quality Of China's Intermediate Imports

With the continuous advancement of the free trade zone strategy,China at the Fourth Plenary Session of the 19 th Central Committee clearly stated that it is necessary to build a global network of high-standard free trade zones in order to improve the quality of free trade agreements and strengthen economic ties with countries around the world.Carry out international cooperation and establish a network of high-standard free trade zones with different levels of development,culture and politics.By reducing trade barriers,reducing trade costs,and expanding imports of high-level intermediate goods and services,it will play an important role in the steady development of China's economy.This article studies 13 free trade agreements that have been signed and entered into force with China.Based on the measurement of the quality of the free trade agreement,it studies the impact of the quality of the free trade agreement on the quality of intermediate imports and makes corresponding suggestions.On the whole,China 's free trade agreement strategy has gradually expanded from neighboring countries or regions to the whole world,and gradually developed from countries with rich natural resources to countries and regions with high technological levels.The topics covered are relatively comprehensive and almost all trade issues under the WTO framework are covered.The overall level of the free trade agreement signed by China still differs from the level of "WTO-X"(Issues beyond the WTO framework).Developed countries and regions are generally higher than developing countries.However,in terms of "WTO + X"(Issues included in the current WTO system),the differences between the agreements are small.On this basis,this article measures the quality of China'sintermediate imports from 2000 to 2017,and specifically analyzes the impact of the quality of the FTA on the quality of intermediate imports.Specific analysis of national differences.The results show that the three indicators have significantly affected the quality of China's intermediate imports to varying degrees,and the impact of "WTO-X" is relatively good;the quality of the FTA between developing countries and Asian countries at the economic level has a significant impact on China's middle The quality of imported goods has a significant impact,which may be due to the impact of traditional trade relations and the more complete "WTO +" issue,which can provide a complete guarantee for trade in goods.In terms of "WTO-X",developed countries and countries outside Asia Better than that.The impact of the quality of the agreement on the quality of intermediate imports is mainly through the signing of free trade agreements,trade creation and transfer mechanisms,and effective reduction of tariff barriers to promote trade.The inclusion of issues outside the WTO system in the agreement can reduce barriers to non-tariff barriers and promote Flow of technical intermediates.And the establishment of new topics such as intellectual property rights and scientific and technological cooperation in the "WTO-X" topic makes intermediate products with a higher level of science and technology and management experience more likely to have a technology diffusion effect,and provides legal provisions for each topic of the FTAAnd the establishment of a dispute settlement mechanism can effectively eliminate trade barriers between the two countries,thereby reducing costs,promoting technological diffusion,and improving the quality of China's intermediate imports,overall technological level and management experience.Based on the above conclusions,this article puts forward the following relevant suggestions for the establishment of the China FreeTrade Area network and the improvement of the quality of intermediate imports: First,the quality of the free trade agreement should be focused on,and the issues in the "WTO-X" should be paid special attention to;Efforts to set up a dispute settlement mechanism to remove barriers to the flow of technology products;to carry out cooperation with developed economies;to add new international hotspots such as intellectual property,the environment,and human rights to the agreement,and to promote bilateral cooperation to a new stage.
