Impact Of The Development Of MNES' Regional Headquarters On The Improvement On The Quality Of Utilizing Foreign Capital

In recent years,the number of MNES' regional headquarters in China has gradually increased,and it has increasingly become an important means to improve the quality and efficiency of foreign capital utilization in China.Since the 19 th National Congress,China's foreign capital utilization has shifted from a high-speed growth stage to a high-quality development stage.It is in the process of transforming the development mode,optimizing the structure,and transforming the growth momentum.Therefore,studying the impact of MNES' regional headquarters to improve the quality of foreign capital utilization will help ensure that the introduction of MNES'regional headquarters can contribute to the improvement of the quality of foreign capital utilization,and become an important part of China's improvement of foreign capital utilization This paper selects the current 111 MNES' regional headquarters in Jiangsu as the research object,and attempts to study the influence of them on improving the quality of foreign capital utilization.The study found that domestic and foreign scholars' research on the quality of foreign capital utilization starts with various economic effects generated by foreign capital.Therefore,this paper interprets the connotation of improving the quality of foreign capital utilization,and decomposes it into five dimensions,including: advancement of regional economic vitality,optimization of utilization of foreign capital structure,increasing of foreign capital growth,enhancement of export competitiveness,and promotion of business environment,and demonstrate the impact of MNES' regional headquarters on these dimensions individually through stepwise regression method.The empirical results show that MNES' regional headquarters in Jiangsu have not yet formed the advancement of regional economic vitality and the optimization of the structure of utilizing foreign capital,but it has already achieved an increase in the growth rate of foreign capital and an increase in export competitiveness.At the same time,although from the perspective of Jiangsu,the MNES' regional headquarters have not improved the business environment,but Suzhou has begun to show more obvious improvement results.Therefore,this paper believes that the current encouragement policies of MNES' regional headquarters in Jiangsu are still inadequate.It is necessary to improve the specifications of incentive policies according to their actual conditions,appropriately expand the identification forms,formulate the differentiated policiesbetween service and manufacturing industries and strengthen the services of the government and industry associations on MNES' regional headquarters.In thes way,it can hope that MNES' regional headquarters will truly become the backbone of Jiangsu's efforts to improve the quality of foreign investment.
