Research On The Status Quo And Countermeasures Of Land Share Cooperatives In Shawan County,Xinjiang

In recent years,due to the development of urban-rural integration and the rapid transfer of rural labor force,farmers’ willingness to cultivate cultivated land has gradually decreased,and the problems of fragmenting and fragmenting the land have emerged."Who will cultivate the land and how to cultivate the land" has become an important topic that must be faced and solved at present.The land joint-stock cooperative is a cooperative in which farmers take shares in the "contracted management right of rural land",turning the contracted management right of land into equity and farmers into shareholders.In addition to labor income,farmers can also enjoy year-end dividends.As a joint product of cooperative system and joint stock system,land joint stock cooperative is undoubtedly a breakthrough innovation.It not only has the typical characteristics of joint stock company and cooperative,but also embodies the basic principle of cooperative service for farmers.Shawan County,as a major agricultural county,takes the promotion of structural reform on the agricultural supply side as the main line and scientific and technological innovation as the support,accelerates the transformation of agricultural production mode,increases the intensity of rural reform,focuses on cultivating a new type of agricultural management subject mainly based on joint-stock land cooperatives,explores and solves the difficult problem of releasing the management right after the separation of the three rights,promotes the rapid development of agriculture and the sustained income increase of farmers,but also encounters some problems in the rapid development process of joint-stock land cooperatives.Based on this,this paper first makes an in-depth investigation and analysis on the development status and operation mechanism of Shawan County’s land joint-stock cooperative,summarizes many measures taken by Shawan County to implement the land joint-stock cooperative,and summarizes the achievements made in the development practice of the land joint-stock cooperative: promoting agricultural industrialization and ecologization,realizing diversified and sustained income increase of farmers,promoting harmonious and stable rural society,etc.Secondly,it analyzes the universal and representative problems in the practice and exploration of Shawan County’s land joint-stock cooperative: the imperfect and nonstandard organization and management system;The establishment threshold is low and the operation quality is not high.There are deviations in the government’s promotion behavior.The mechanism of interest connection is not perfect.Lack of high-quality talents;High operating cost and poor stability;The management level is single,etc.Finally,in view of the above shortcomings,this paper puts forward some feasible countermeasures and suggestions to provide decision-making reference for the local government on the development of land joint-stock cooperatives,so as to promote the healthy and sustainable development of Shawan County’s land joint-stock cooperatives,strengthen the local rural economy,and improve the income and living standards of local farmers.Through the above research,this paper puts forward eight suggestions to promote the development of Shawan County’s land joint-stock cooperative: perfect the cooperative management system;Promoting the competitiveness of cooperatives;Clarify government functions;Building a linkage between farmers’ income and operating benefits;Innovative and flexible financing mechanism to enhance members’ sense of responsibility;Increase policy support and optimize the external environment;Increase investment in human capital;Broaden the scope of cooperative operations,etc.
