Since January 1,2012,China has firstly carried out the pilot program of replacing business tax with value-added tax(hereinafter referred to as "replacing business tax with VAT")in the transportation industry and some modern service industries in Shanghai.After that,the pilot areas and industries have been expanded year by year.Since August 1,2012,the state council has expanded the pilot program of replacing business tax with VAT to 8 provinces and cities.On August 1,2013,the scope of replacing business tax with value-added tax was extended to the nationwide pilot program,and the radio,film and television service industry was included in the pilot program.Since January 1,2014,the railway transportation and postal service industry has been included in the VAT reform pilot,so far the transportation industry has been included in the VAT reform.According to the executive meeting of the state council held on March 18,2016,starting from May 1,2016,China will fully implement the pilot program of replacing business tax with value-added tax,including the construction industry,real estate industry,financial industry and life service industry.The pilot program of replacing business tax with value-added tax(VAT)started in the real estate industry on May 1,2016,means that all regions and industries in China involving business tax have completed the tax system transformation from business tax to value-added tax,which is of great significance to China's economic reform and economic transformation and development.After the tax reform in China since 1994 through the law system,every link of business tax on the society and economy according to the sales income tax in full,there is the problem of double taxation,increase the cost of enterprise operation and management,makes the backend enterprise in the industry chain is facing heavier tax burden,beneath the fair development of market economy in our country.In addition,the way of collecting business tax leads to enterprises' preference for small but complete business model,which inhibits the deepening of social specialization.With China's market economy entering the stage of structural adjustment,the contradiction of business tax is more prominent,and the economic restructuring,deepening the reform of the fiscal and tax system are urgently needed to "business tax to VAT".With the full implementation of the pilot project of replacing the business tax with a value-added tax,the input tax deduction can reduce the tax burden and cost burden of enterprises to a certain extent,and close the division of labor and cooperation between enterprises,which is an important link in the adjustment of economic structure.The real estate industry is a pillar industry of China's economy and a registered capital of 20 million yuan,mainly engaged in real estate development and sales,indoor and outdoor decoration,hotel investment and business,now the assets of more than 200 million yuan,existing staff more than 50 people,has become the xinjiang ili region one of the good development situation of small and medium-sized real estate enterprises.Letter and the company is mainly in xinjiang ili region to carry out the real estate business,the current development and sold in three apartments,and the company always adhere to the ordinary people oriented,for ordinary people to build a house,together with the city,customer development,adherence to the principle of "quality first",it is trying to enter the mainland market,participate in the mainland real estate projects,to learn from the excellent products and services,efforts to high levels of enterprise development.As an established time is not long,development of real estate enterprises rapidly,and the company is still in the phase of policy transition "camp to gain",due to inadequate preparation,has not been fully set up a new business process and specification,and because the real estate project development cycle is long,the industry chain,industry upstream there are a lot of stray small suppliers,it's hard to do each business from upstream suppliers to obtain special invoices for value-added tax,realizes the input tax deduction,in addition to deduction of the human cost is also one of the main sources of cost of real estate enterprises,these all make sino company input offset to a the policy of replacing the business tax with a value-added tax in the real estate industry,and select the best tax planning method by taking advantage of the transitional preferential policies,so as to provide a feasible plan for enterprises to reduce tax burden.
