Study On The Revitalization Of Urban Stock Land In Fuzhou

Since the 18 th National Congress of the Communist Party of China,the Chinese Government has been paying significant attention to the construction of ecological civilization.Because land resource is a vital element in the construction of ecological civilization,it needs to be used sparingly and intensively.In particular,with the increasingly tight supply of new urban construction land,it is necessary to "tap the potential connotation".It is essential to invigorate urban land stock,in order to alleviate the tension between land supply and demand,and to provide more space for further urban development.This paper is devoted to improve the efficiency of land utilization.It firstly describes the current land stock situation in Fuzhou,by expounding four major types of land stocks and their distribution,including batch without for land,idle land,"shanty towns",and low efficiency land.Then,it briefly explains the formation of Fuzhou stock land,discusses current revitalizing measures and their outcomes,and compares the land supply situations of recent years.The conclusion is that current work has limited effect and the revitalization task is still very difficult.From different prospectives of the government,the market,and the individuals,this paper reveals the problems existing in the stock land revitalization process and the reasons behind them.Inspired by the successful experience of Guangzhou "three old transformation" project,the countermeasures are proposed to increase the effectiveness of land stock revitalization: First of all,through strengthening department linkage,making scientific planning,improving service ability,and building a supervision mechanism,a more efficient government is established;Secondly,by supporting the independent development by collective economic organizations,encouraging the independent development by original land users,exploiting government-and-market joint development,and severely cracking down "land hoarding",the enthusiasm of various subjects is unleashed to make full use of the land;Finally,through the improvements of property rights system,collect process,and petition processing method,the problems of land acquisition and resettlement can be effectively solved.
