| With the continuous expansion of revenue and expenditure in various financial departments in recent years,higher requirements have been placed on the level of government budget management.The 19 th National Congress report puts forward the strategic deployment of establishing a comprehensive,standardized,transparent,standard scientific and binding budget system.Dynamic monitoring of budget execution is an innovative financial supervision tool.It is important to strengthen budget execution management and improve the treasury centralized payment operation mechanism.significance.The research on the construction of dynamic monitoring system for financial budget implementation in this paper has important practical significance for further improving the efficiency and efficiency of China’s financial capital operation,serious financial law and discipline,and carrying out anti-corruption system.The paper takes the construction of dynamic budget monitoring system as the research object,and through the literature analysis method,it sorts out the historical process of the continuous reform of the treasury centralized payment system over the past 20 years,and analyzes the relevant issues introduced by the Ministry of Finance from 2001 to 2018.Management methods and guidance have played an important role in promoting the dynamic supervision mechanism of local governments at all levels.On this basis,this paper takes the construction goal of Hangzhou dynamic monitoring system construction practice and dynamically monitors the specific operation mode as the empirical research object.Based on the dynamic monitoring work data from 2017 to 2019,this paper analyzes the monitoring practice Chinese library dynamic monitoring.There are problems and reasons for the establishment of platform early warning rules,early warning efficiency,violation of problem management,monitoring effectiveness,etc.,and put forward a series of specific measures and suggestions to further promote the optimization and upgrading of the model,in order to deepen the reform of China’s treasury centralized payment and promote public finance security.Operation and improvement of China’s budget implementation dynamic monitoring system provides a useful reference. |
