Perfection Of Treasury Centralized Payment Monitoring System

In recent years, the construction of the treasury centralized payment system is regarded as a radical reform of fiscal funds appropriate way, it will help to promoting incorrupt and efficient government, strengthening the masses supervision, and guiding the economic activities of the whole society. But it seems that the reform’s innovation has fallen into the predicament and it’s hard to get out of it. Looking from the actuality of China, the reform of treasury centralized payment system, which utilize public policy to exert function of fiscal revenue and expenditure, is not all-inclusive for the lack of monitoring management, and the evaluation of theory research of treasury centralized paying supervision system is not enough and nonstandard. The reason is that, compared with the fund operating efficiency, financial department pays more attetion to financial budget and consolidated spending.This research took Xi’an as an example, made a preliminary research on integration of national treasury regulatory regime and pratical works by the research method of combining theory with practice, then analyzed the current status and the relative findings. System risk and vulnerabilities in the process and node could be found by using the COSO internal control framework, and helped to summarize the existing problems and the insufficiency in system. Via investigating and studying other cities’ experiences from the perspective of national treasury centralized paying supervision system, we provided useful references for consummaing the treasury centralized paying supervision system in xi’an:change management idea, improve the system of monitoring management, perfect the internal controls and supervision system, strengthen the internal and external control elements, do the defect fix process, and last but not least up garading the system functions of monitoring information and establish rewards and punishment mechanism.
