In recent years,with the rapid development of technology,the emerging sectors of strategic importance in China are booming.It is critical to improve the transformation efficiency of scientific and technological achievements into real productive forces for the economic transformation of an innovation-oriented country.The new Research and Development(R&D)institutions are gradually becoming a source of new knowledge and a carrier for the transformation of scientific and technological achievements into real productive forces.The New R&D institutions established all over China are becoming an important organizational form of the national innovation system.The new R&D institutions conduct research on the common and key industrial technologies,aiming to promote the transformation of scientific and technological achievements into real productive forces.In the era of knowledge economy,which focuses on technological innovation and technology advancement,it is important and urgent to explore an effective technology transformation cooperation model and improve the efficiency of industrialization of scientific and technological achievements.It is necessary to transform the potential productivity of scientific and technological achievements into direct productivity,which involves production technology,material materials,personnel factors,capital operation,market development,management,etc.Therefore,it is a system with abundant uncertainty to transform the scientific and technological achievements into real productive forces.With Institute C as the research object,this thesis analyzes and solves staged risk factors encountered by Institute C in the process of scientific and technological achievements transformation with real cases.This thesis comprehensively applies the management process of scientific and technological achievements transformation,and project risk management theory,using combines analytical tools,such as Delphi method,risk-matrix method,Borda ordinary value method and so on.According to the characteristics of the scientific and technological achievements transformation project,18 risks are ranked,among which the technology substitution risk,market competition risk,market forecast risk,cooperation synergy risk,lack of advanced technology,and return on cost performance are the high level risks.The research results show that the comprehensive impact level of the risk impact of the scientific research achievements transformation project of Institute C is serious,with the risk quantification value being 4.3,and put forward 18 risk response strategies and measures.This provides a reference for risk management research in new R&D institutions.The research results are consistent with the conclusions in the existing literatures.In the process of transforming scientific and technological achievements,the medium-term transformation stage is the stage with the highest risk.In this stage,the technology substitution risk and lack of advanced technology may result in the suspension or failure of the project,if the risk management is not implemented.For the cross-cultural and inter-organizational cooperation,it is necessary to carry out risk management and control with multiple and multi-dimensional means.It is necessary to strengthen the cooperation risk awareness of project stakeholders and enhance the synergy of all parties.The research conclusions of this thesis can be used as a reference for the project management of scientific and technological achievements transformation into real productive forces of other similar new R&D institutions in China.Only by establishing a risk control system for the transformation of scientific and technological achievements into real productive forces,can we effectively ensure that scientific and technological achievements obtain potential cooperation opportunities and market profits. |
