The Study On The Dilemma And Breakthrough Of The Rural Tourism Project XJ

With the gradual improvement of people’s material living standards,the demand of urban residents for nearby suburban and rural tourism has gradually increased,and many areas have proposed plans to promote regional economic development relying on the development of rural tourism.Under the leadership of the village committee,Jinniu village,located in the suburb of Chengdu,developed rural tourism actively and proposed the XJ project.However,rural tourism projects have become overheated in recent years.The China Rural Tourism Development Index Report(2017)points out that 80% of rural tourism projects are difficult to succeed,and some of projects that have been approved have also encountered the bottleneck of development.The XJ project is also struggling to escape the fate of 80%,and it was stalled soon after its launch.This paper visited the local area on the spot and conducted interviews with village committees,villagers and local farmhouse/agricultural cooperative operators,and summarizes that the rural tourism XJ project is random,small in scale and not controlled by the leader under the leadership of the village committee.This paper studied the causes and consequences of the project’s stagnation,and analyzed the reasons for the stagnation of the XJ project deeply.It is believed that the contradiction between stakeholders,the objective constraints of the village committee and the unclear definition of the duties of the township government and the village committee are the main reasons,while the lack of detailed guidance documents for rural tourism planning system has exacerbated these problems.The contradictions between stakeholders mainly focus on the inconsistency of aims between the township government and the village committee,and the lack of trust between the village committee and other stakeholders.The objective constraints of the village committee include its professional limitations in rural tourism planning and construction,difficulty to make independent decisions due to administrative restrictions,and the lack of financing channels.In order to solve the stagnation and promote the XJ project to be successfully completed.Aiming at the above problems,this paper proposes that the township government should reduce the goal of the rural tourism planning of the village and set a goal that can actually be achieved,at the same time,a sound supervision mechanism is established to make the project progress more transparent and slow down the trust friction between various stakeholders.Investors lead the actual construction work of project to solve the professional limitations of the village committee.The township government fully decentralized the village committee so that the village committee can make independent decisions to attract local investors to participate in the investment to solve the financing problem.A perfect assessment mechanism should be established.The township government takes on the role of the appraiser,and the village committee and investors are the appraisers,so that the duties of the township government and the village committee are clearly defined.At the same time,the village committee and the township government should sort out the existing documents related to rural tourism planning and construction,and the guidance opinions on rural tourism planning issued by the higher government should be operable to provide detailed operation guidelines for practical work.The villagers can gain benefits from the rural tourism led by the village committee,but if those problems cannot be solved,the project may eventually fall into difficulties like the XJ project.
