In 2010,the Central Committee of the Communist Party of China and the State Council issued the Outline of the National Mid-and Long-term Talent Development Plan(2010-2020),putting talents as the first resource of economic and social development in a prominent position.In the Guidelines for the Application of Enterprise Internal Control issued jointly by the Ministry of Finance and relevant ministries,the Ministry of Finance has also placed the internal control of human resources in a prominent position.Concerning this,we may have the idea that the social contexts have already attaches great importance to the internal control of human resources.This paper induces relevant theories of internal control besides human resources internal control,and etc.Choosing “Haidilao” Company,a catering enterprise with characteristics in the operation of internal control of human resources,as the case study object,studies the introduction,development,use and withdrawal of human resources,and explores the performance and influence of formal and informal systems in the internal control of human resources.On the basis of analyzing“Haidilao”company's experience together with its shortcomings in the internal control of human resources,combining with the current situation of human resources internal control in catering enterprises,constructive suggestions are given,which can be used for reference to strengthen the internal control of human resources in traditional catering enterprises.At present,there are few paper concentrating on doing researches concerning internal control of human resources in enterprises,and fewer articles from the perspective of case studies,integrating human resources theory to study the internal control of human resources in enterprises.Therefore,this study reflects the integration and innovation of different sub-disciplines under the same parent discipline.
