Research On The Path Of Inclusive Financial Services Under The Rural Revitalization Strategy Of Financial Institutions In Z City

On January 2,2018,Document No.1 of the central government was issued,stating that the strategy of vitalizing agriculture and rural areas was still the content of the momentous decision-making and deployment for winning the victory of building a moderately prosperous society in an all-round way.The document gave important instructions on the comprehensive and innovative economic development for the three rural issues with the financial inclusive service and made detailed arrangements from three major aspects of broadening the channels of fund raising,improving the level of financial services and ensuring the sustained growth of financial input: all-out efforts would be made to perfect the agricultural production guarantee system,innovate the financial service system and accelerate the construction of a diversified pattern composed of government financial guarantee,financial resources favorable to rural areas and various social forces so as to ensure the sustainable growth of agricultural development and rural economic benefits.On the basis of data searching,surveying and reference and research results reading,this paper investigated and analyzed the status quo and future trend of Z city's inclusive finance of rural financial institutions in the background of rural vitalization strategy to conduct investigation and analysis and settled the research scheme and technical route through literature analysis.By means of questionnaire investigation,field investigation and case analysis,the project finally explored the path choices for the future development of inclusive finance in Z city during the implementation of rural vitalization strategy.The paper is roughly comprised of four parts.Part one,focused on the literature research concerned and the relevant theoretical background,elaborated on the connotation of the background of rural vitalization strategy and the theory of rural inclusive financial system.Part two introduced the questionnaire survey in relation to the topic carried out through deep personal infiltration into the rural areas of Z city.The results showed that the rural farmers in city were not satisfied with the service methods and types of financial products rendered by the local financial institutions,the financial needs of small and medium-sized micro-enterprises were also gradually increasing and inclusive financial services provides by the financial institutions were not sound.Part three made a case analysis of the four major financial institutions in Z city,investigating their efficacy in supporting agriculture based on their status quo,financial products and inclusive finance and finding that the current financial institutions in the locality had such problems as high difficulty in obtaining financial support for small and medium-sized enterprises,backward rural financial infrastructure,low financial literacy of staff in basic financial institutions and simplification and homogenization of inclusive financial products and services.Part four,in combination with the models of classic cases at home and abroad and the lessons drawn from them,sorted out the path choices for accomplishing the inclusive financial system in Z city under the construction of the rural vitalization strategy,mainly including strengthening the responsibility consciousness of inclusive finance,optimizing the types of inclusive financial services,adjusting the realization mode of inclusive finance,improving the mechanism for ensuring inclusive finance and strengthening the government's support and supervision during the implementation of rural vitalization strategy.
