China's past relies on high-consumption,high-emission,high-input and other extensive development methods,which are constrained by bottlenecks such as resources,energy and environment.The cyclical model of investment and export-driven output growth is unsustainable,and technological progress and innovation have become the dominant force driving China's economic development.The construction of the Guangzhou-Shenzhen Science and Technology Innovation Corridor integrates innovative resources along the axis of Guangzhou-Shenzhen,which is conducive to breaking through administrative regional restrictions,promoting the free flow of talents,capital,technology and other factors,promoting economic growth in the Pearl River Delta region,and promoting the construction of Guangdong,Hong Kong and Macau.However,due to the differences in resource endowments between scientific research institutions,marketization and industrial parks in Guangzhou,Shenzhen and Dongguan,a single bank channel financing can no longer meet the financial needs of the coordinated development of the Guangzhou-Shenzhen Science and Technology Innovation Corridor.To this end,this paper explores the financial support path for the construction of the Guangzhou-Shenzhen Science and Technology Innovation Corridor.Starting from the financing gap of technological innovation,first of all,theoretically combing the mechanism of financial innovation and related concepts.Secondly,the entropy method is used to evaluate the scientific and technological innovation of the Guangshen Science and Technology Innovation Corridor from 2010 to 2016.According to the evaluation results,the financial and scientific innovations in Guangzhou,Shenzhen and Dongguan were quantitatively analyzed.It was found that there was regional imbalance in the development of the Guangzhou-Shenzhen Science and Technology Innovation Corridor.The level of scientific and technological innovation and financial support of Guangshen was much higher than that of Dongguan.Finally,based on the quantitative analysis results of the science and technology innovation of the financial support of the Guangzhou-Shenzhen Science and Technology Innovation Corridor,taking the path of financial support for technological innovation in the United States,Japan and Germany,it is proposed that the financial innovation of the Guangzhou-Shenzhen Science and Technology Innovation Corridor should be divided into two stages.The first is that the transition phase is dominated by indirect financing.The government implements a differentiated strategic layout by strengthening the guiding role of policy finance.The second stage is to take the capital market as the leading factor in the long-term development stage.On the one hand,accelerate the construction of the risk market and capital market of the Guangzhou-Shenzhen Science and Technology Innovation Corridor,and encourage the venture capital to cultivate “leading” innovative enterprises by creating a special fund for science and technology innovation corridors.To enrich the means of financial support.On the other hand,it focuses on building a unified science and technology financial comprehensive service system,strengthening the construction of the technology market information system,and improving the technology financial information disclosure system.The two-stage diversified financial support path for the construction of the Guangzhou-Shenzhen Science and Technology Innovation Corridor is not only a positive exploration of the coordinated development path under the “Guangdong-Hong Kong-Marco Greater Bay Area” strategy,but also an exploration of the regional innovation law.
