Guizhou Province Science And Technology Innovation Of Financial Support

Nowadays, with the increasing acceleration of economy globalization and the coming of economic era, international competitiveness is becoming more and more important. Technological innovation has embraced its day as the accelerator of the development of social economy, therefore, many countries and regions are trying their best to develop high and new technology industries to promote their economic competitiveness and comprehensive strength. The main way to realize scientific and technological innovation is to develop high and new technology. However, there is much uncertainty in the course of developing technological innovation with high and new technology; it would take a good chance in economy sponsored by technological innovation. Thus, the traditional credit mode can no longer meet the capital needs of high and new technology enterprises, the development of science and Technology Bank of province is late, and has a lot of risk on the macro and micro, which limits the financial support for high-tech enterprises, hinders the technological innovation of Guizhou province, until the emergence of venture investment to solve the problem. In order to implement the document The Outline of Mid and Long-term Science and Technology Development Program in Guizhou(2006--2020), according to Note About Printing and Implementing ‘The Outline of Mid and Long-term Science and Technology Development Program of the State’and Some supporting Policies issued by the State Council(The State Council issued[2006] No.6), and with the consideration of the reality of Guizhou province, the constituted supporting policies include fastening the development of venture investment industry and supporting the development of venture investment enterprises. As a brand new mode of technological innovation sponsored by finance, venture investment is playing a vital role in developing high and new technology industry in Guizhou. Therefore, it is an urgent need to do some research in technological innovation sponsored by venture investment in Guizhou province.The first part of the thesis has illuminated the background and significance of the project, and comprehensively narrated the statua quo of the related works and theses both at home and abroad, after which the part has given out the main contents and research methods. Then, in the part of theoritical research, the thesis clarified innovation economy theory and financial development theory, which defined the concept and features of high and new technology enterprise and venture investment. Third, the thesis analysed the mechanism and mode of technological innovation sponsored by finance, and it made a clarification of the status quo both of the development of venture investment and high and new technology industry in Guizhou and compared it with the national average standard, to find the drawbacks and predicaments of technological innovation sponsored by finance in Guizhou. Forth, the demonstration part of the thesis has made some real evidence researches on technological innovation sponsored by venture investment boty in macro and micro perspectives respectively, proving thatthere is an obvious positive correlation between the development of finance and technological innovation in Guizhou. By analysing the case study, a positive correlation between the development of finance and high and new technology industry is secured, which strongly supported the theoritical research.With the case study result, the end of the thesis puts forward the reasons that restricted the technological innovation sponsored by venture investment in Guizhou, Guizhou Province should increase bank technology support to the innovation of science and technology in Guizhou Province, a clear government’s role and the establishment of a multi-level capital market, and vigorously develop the venture capital market, optimize the investment environment in Guizhou Province risk, in a bank dominated financial support for technological innovation mode transition and ultimately achieve market leading financial support for technological innovation mode of the target. For which, the thesis has put forward some relevant political suggestions, hoping to present some reference ideas for speeding up the progress of science and technology during the “Thirteenth Five Year Plan” in Guizhou and promoting a historic stride of economy and social development in Guizhou province.
