Research On Government Regulation Of Inner Mongolia Postal Services Industry

The Postal industry is a basic and strategic service industry in modern society.Postal enterprises and express delivery enterprises provide delivery services for people’s production and life,connect production,circulation and consumption,and play a role of "bridge" and "link" in social economy.Under the background of the Internet era,the vigorous development of online shopping has promoted the rapid development of the postal industry,especially the express business,which has brought new vitality to the postal industry.The business volume of China’s postal industry has ranked the first in the world for six consecutive years,and the express service has become an essential basic service in people’s daily life.At the same time,we should be aware that the development of China’s postal industry is still unbalanced,inadequate,large but not strong,and large but not excellent.There is still a gap from becoming a world postal power.In the context of promoting the reform of separating government from enterprise,since 2006,the state and provincial level set up a postal administration department,which is responsible for the regulation and supervision of the postal industry.Due to the rapid development of private express enterprises and the continuous expansion of market scale and business volume,in 2012,the state set up a prefecture level postal administration department,forming a three-level regulatory system of the central,provincial and prefecture level.From the perspective of the regulation of Inner Mongolia post industry,after the establishment of Inner Mongolia Post management department,it has achieved certain results and promoted the development of Inner Mongolia Post Industry by promoting the promulgation of regulations and policies of post industry,strengthening administrative law enforcement supervision,rectifying market order,maintaining the safety of the regional delivery channels and other regulatory measures.However,affected by the location,Inner Mongolia is located in the remote western region,with unbalanced resource allocation and relatively backward development of the postal industry in the whole region.There are a series of short boards,such as industrial infrastructure,scale cost,service quality and safety assurance,which are prone to market failure.It is necessary to further strengthen the regulation of the government departments on the industry,promote the high-quality development of the postal industry in Inner Mongolia,and meet the autonomy District People’s growing demand for mail.Based on the theory of government regulation,this paper uses comprehensive research methods to study the regulation of Inner Mongolia post industry.This paper studies and analyzes the basic situation and regulation status of Inner Mongolia postal industry,and summarizes the problems existing in the regulation of Inner Mongolia postal industry at the present stage: the absence of laws and policies,the imperfect regulation system,the inadequate regulation and supervision,and the insufficient service guidance for the development of the industry.On this basis,this paper makes an in-depth analysis and Research on the causes of the problems,and draws lessons from the experience of domestic and foreign postal industry regulation,and puts forward countermeasures and suggestions on "how to further strengthen the regulation of Inner Mongolia postal industry and promote the high-quality development of the postal industry",such as improving the industrial laws and regulations,improving the regulatory management system,strengthening the level of regulatory capacity,and focusing on the guiding services for the development of the industry.
