Analysis Of Innovation Policies And Entrepreneurship Policies In Jilin Province

In 2014,premier Keqiang Li proposed to form a new trend of "mass innovation".In 2015,the government promulgated the opinions of the state council on policies and measures to vigorously promote mass entrepreneurship and innovation.In 2018,the state council issued the opinions on promoting high-quality development of innovation and entrepreneurship and creating an upgraded version of mass entrepreneurship and innovation.Mass entrepreneurship and innovation became one of the top ten buzzwords in the economic category that year.Jilin province during this period also issued a large number of policies,for example,the general office of the people's government of Jilin province on support migrant workers return home entrepreneurship implementation opinion "the general office of the people's government of Jilin province on the development of the business and promote the innovation in the public space of the implementation opinions",etc.,to promote innovative and entrepreneurial activity,but the Jilin province innovation and entrepreneurship was still at a low level.Scholars had rich researches on innovation and entrepreneurship policies,but the research focus was mainly on(1)a certain small category of innovation and entrepreneurship policies,such as scientific and technological innovation policies,investment tax incentive policies,talent policies,university student entrepreneurship policies,etc.(2)the impact of innovation and entrepreneurship policies on the innovation performance of enterprises.Few literatures had studied the innovation and entrepreneurship policy itself,and no one had studied the innovation and entrepreneurship policies of Jilin province.Therefore,it was of great significance to study the innovation and entrepreneurship policies in Jilin province.In order to investigate the shortcomings of innovation and entrepreneurship policies in Jilin province and put forward specific suggestions,this paper used(1)the research path of policy content to analyze the policy text;(2)the data envelopment analysis method to construct the evaluation index system of innovation and entrepreneurship policies in Jilin province,and evaluated the effect of the policies.Based on the keywords of "innovation,entrepreneurship,new businesses,new ventures,the new company,new company,new enterprises,emerging enterprise,emerging,new companies and new business,new business,new business,raw,derivative company,entrepreneurs,founder,small enterprises,small businesses,small companies,small businesses,start-ups,start-ups,intellectual property,technology,talent,research and development",this paper collected 441 policies.Time span of the policies was from 2001 to 2018.When obtaining the data of policy evaluation index,this paper obtained the policy evaluation data according to the statistical yearbook of each province,China torch statistical yearbook and wind database.This paper used(1)NVIVO software to encode the policy text according to the industry-oriented,subject-oriented,policy tools and policy scope;(2)Deap2.1 software of the BCC-I model and malmquist index model to analyse the input-output data of innovation and entrepreneurship policies in Jilin province.This paper argued that the innovation and entrepreneurship policies of the Jilin province existed the following deficiencies:(1)the unreasonable structure of the existing policy tools,with the low frequency of demand-oriented policy tools,the inadequate protection of intellectual property rights and information support,resource investment redundancy;(2)insufficient attention was paid to the connection to the subjects of innovation and entrepreneurship,and(3)insufficient attention was paid to the existing policies to new ventures.According to the results,this paper proposed three suggestions:(1)adjust the policy structure.First increase the use of demand-oriented policy tools;second,increase the protection of intellectual property rights;third,increase the use of information support policy tools;forth,increase the utilization rate of resources;(2)foster a culture of innovation and entrepreneurship to stimulate the vitality of market players;(3)dynamically adjust the governance mode according to the enterprise's ecological cycle.To sum up,the research of this paper enriched the research of innovation and entrepreneurship policy in the existing field,and put forward the direction of future innovation and entrepreneurship policy for Jilin provincial government from the practical perspective..
