Research On Financial Support For Agriculture In Hunan

In recent years,with the increasing emphasis on the issue of “agriculture,rural areas and farmers”,the expenditure on financial support for agriculture has been increasing,but the actual effect of supporting agriculture has not been very satisfactory,and the issue of “agriculture,rural areas and farmers” is still prominent.Financial support for agriculture has an important role in promoting agricultural economic development.It is also an important means for the government to protect and support agriculture.Since Hunan Province,as a major agricultural province,with the continuous expansion of the government's fiscal support for agriculture,its agricultural and rural economy has continued to develop healthily,further expanding the scope of public finance benefits,reducing the burden on farmers and increasing farmers' income.It can be seen that how to achieve better results in Hunan's financial support for agriculture is a problem worthy of study and consideration at present,which is related to the rational allocation of financial support for agriculture and the further improvement of the use efficiency of supporting agriculture funds.This article takes the basic principles of public goods and public finance as the theoretical guidance,selects Hunan Province as an example,combines theory with empirical evidence,and conducts a comprehensive and systematic study on financial support for agriculture.This paper analyzes the agricultural situation of Hunan Province and the evolution process of Hunan's financial support for agriculture,and analyzes the scale,structure and benefits of Hunan's financial support for agriculture based on the financial support data of Hunan Province during 2013-2017.And the status quo of fund management,and the financial support in the development of the beef cattle industry in Loudi City was selected as a typical case.Through this series of analysis,it is found that Hunan's financial support for agriculture is not enough,such as insufficient investment;the structure is not reasonable enough.For example,in the comprehensive development of agriculture,the investment in agricultural science and technology is neglected;Optimistic,the performance of the financial support for agriculture is low,the utilization rate of funds is low;the problems of various types of financial support for agriculture and the existence of dispersion,etc.,mainly because local finance is still insufficiently aware of the importance of agricultural development,and the law The construction is not perfect and it is impossible to guarantee the implementation of the policy of supporting agriculture,the lack of supervision of financial support for agriculture,and the imperfect fiscal system.In order to solve the problems existing in the financial support of agriculture in Hunan Province,this paper analyzes the successful experience of financial support for agriculture in some countries,and draws the experience and enlightenment of Hunan's financial support for agriculture,thus combining the actual situation of Hunan's financial support for agriculture.Relevant policy recommendations: First,we must give play to the leading role of the government and continue to increase investment in financial support for agriculture;second,we must optimize the structure of financial support for agriculture and determine the focus of capital investment;third,we must improve the supervision and management mechanism to ensure the efficiency of capital use;Fourth,it is necessary to strengthen the integration of financial support for agriculture,avoid the decentralized management of funds,and ultimately hope to provide a certain reference for the governments at all levels in Hunan Province to formulate fiscal support policies.
