Since the 18th National Congress of the CPC,poverty alleviation has become one of the most fundamental tasks and significant indicators of building a moderately prosperous society in an all-round way.With the process of implementing these strategies in the greatest efforts,many remarkable results of poverty alleviation have been achieved.However,China’s poverty-stricken counties are mostly distributed in the western regions,so it is difficult to get rid of poverty and backwardness because of the lack of young workforce,their remote locations and old revolutionary bases.Therefore,how to help the people in these areas lift themselves out of poverty has becoming an urgent problem for the government.The pro-poor tourism,as a practical approach and method of targeted poverty alleviation in our country,is of great significance to poverty alleviation.Firstly,an investigation about the situation of the pro-poor tourism in Guanyang County in Guangxi will be conducted and data analysis will be made.At the same time,from the perspective of tourism system,this paper studies different elements in this system and the relationship between various elements about the pro-poor tourism in Guanyang County,Guangxi.Then a questionnaire will be sent in order to analyze the fruits of the pro-poor tourism project in Guanyang,and the degree of tourist satisfaction,too.Secondly,the dilemma of the functioning of the pro-poor tourism system in Guanyang will be revealed through analyzing every subsystem.(1)the problems in the supply system:inhabitants still lag far behind in the conception of the pro-poor tourism,so that those poor ones have no awareness of joining it;the tourism products are lack of core competitiveness to become a characteristic brand.(2)the problem in the demand system:the level of tourism demand is rising because of the fierce competition in the market of similar tourist resources around;tourism source market positioning is not accurate.(3)the problem in the support system:the tourist service and infrastructures are too lagging to address the market needs;the tourist industry is badly behaved in combining with other aiding the poor projects as well as in the respect of the level of development;because of the singleness and passivity on the way of getting the pro-poor tourist resources,the motive power is very much insufficient;the inapplicable information and less effective policies make the result of the aiding projects discount.(4)the problem in the mediator system:Guanyang Travel Agency has a certain scale,but there are still some shortcomings in cooperation with OTA,the insufficiency of the ways and the efforts in advertising makes the aiding projects less known;the managerial staff are insufficient and lack of professional guidance.Lastly,aiming at the dilemma of the functioning of the pro-poor tourism system in Guanyang,some safeguards and improving methods will be proposed.It contains four respects:(1)in the respect of the supply system:in order to fulfill the market demand,some characteristic tourist products will be developed;professional trainings are encouraged to given to those poor residents to widen their field of vision and let them master some professional skills.(2)in the respect of the demand system:a big,comprehensive and strategic tourism system should be built in order to strengthen the cooperation with the tourist resources around,as well as their differentiating developments;meanwhile,the confidence of tourists to Guanyang County should be improved.(3)in the respect of the support system:the tourist infrastructures and service must be consummated as quickly as possible;a combination of“tourism+other industries”should be built to raise the co-working level among every industry;systems of profit-sharing and benefit compensation must be well built;the government investment will be increased,and the diversified investment style will be encouraged;the information sharing will be achieved,and the system of communication need to be improved and perfected.(4)in the respect of the mediator system:Strengthen cooperation between tourism agencies and OTA;promoting and advertising efforts will be enforced for the purpose of raising the profile and the reputation;expert professionals in particular fields of tourism management and the poor aiding project should be introduced and trained to provide technical support and services. |
