| Eliminating poverty is the request of constructing harmonious asociety, also was the major issue that the Chinese government exerts to solve for recent years.Since the reform and open policy for 30 years, aid-the-poor project of China has experienced three stages,including the first stage of structural reform promoting poverty relief,the second stage of development-oriented poverty relief,and the third stage of tackling key problems of poverty relief.The tourism development,as the one of the ways of tackling key problems of poverty relief,is considered as the best one. Heshun County is a state poverty county.In recent years the government has realized the unique superiority of tourism development gradually,and already started to devote to the local tourism development. The tourism development is as a double-edged sword,which can obtain the applause from the whole audience if it is done well,or cause irreparable damages,even reduce the local people's quality of life if it is badly done.The paper analyses the current situation of tourism development for the poor in Heshun County by comprehensively applying various ways,such as documents collecting, on-site investigation and integrating theory with practice.It focuses on the analysis of the effects caused by the tourism development in poverty district,including the effet of economy, social and cultural, and ecological environment.Tt is discovered that the tourism development for the poor in Heshun County is still on the primary stage of life cycle of a resort.Generally speaking the local economic structure and the social and culture structure remains unchanged,although certain effect has abeen produced especially in economy aspect in Heshun county. It is noteworthy that, some problems have already existed which cause low efficiency on the pro poor tourism development, like the population structure problem,system problem,emotion problem and the tourism development problem.Chapter 1 mainly introduces the background,goal,significance,train of thought and documents summary of the research.Chapter 2 introduces the concepts of poverty and tourism development for the poor and the basic theories.The basic theorie mainly including the theories of life cycle,multiplier,sustainable development,income distribution,community involvement,information asymmetry,polar of increasing and the maximization of welfare.Chapter 3 discusses the general situation,the current situation about poverty relief,the survey of tourist resources and the current situation of tourism development of Heshun County.Chapter 4 is the keystone of the paper.It describes the result of investigation on villagers and tourism contractor and analyses the effects of tourism development for the poor. It also research the tourism development in Xucun as a case.Chapter 5 appraises the potential of tourism development for the poor in Heshun county.The potential is characterized by two aspects,including the tourist resources appraisal and the condition of exploitation appraisal.Chapter 6 puts forward the idea of the pro poor tourism development in Heshun County from six aspects.First,constructing suitable patterns;second,constructing security system;third, developing circular economy vigorously;fourth,cultivating and bring in high quality talented person;fifth,exploitating markets reasonably and orderly;sixth, excavating tourist products and commodities with feature;finally, cooperating with other regions.Chapter 7 is the forecast about about the pro poor tourism development in Heshun County and the insufficiency in the paper.The poor benefiting is the core of research of the the pro poor tourism development.It demonstrates great potential in Heshun County. But whether can the poor benefit truly depends on how the government, the enterprises, the community as well as the public community play there own roles. |
