With the increasingly fierce horizontal competitions at present,commercial banks increasingly strengthen their assessment and daily management of performance of front department staff so as to maximize their profits.However,they neglect the effective management of staff in middle and back department which serve as the supporting,guarantee and promotion department and play a crucial role in the operation and development of banks.It is of great significance to give full play to the supporting and guarantee role of the middle and back department and realize the integration of the front,middle and back department for promoting the development of banking business and enhancing the overall market competitiveness of banks.As an important means of evaluation and motivation,salary management plays an extremely core role in implementing effective management of employees.Compared with staff of the front department,middle and back department staff can not directly create economic benefits for banks and their workloads are hard to be quantified.Therefore,their workloads can not be linked to their work performance.At the same time,staff of middle and back department work in many different types of position,which makes it hard to carry out horizontal comparison among them.Therefore,when doing salary management,companies should fully consider the differences between front,middle and back department staff and should implement differentiated salary management modes.However,at present,commercial banks in China pay little attention to the staff of the middle and back department,and still generally adopt the extensive salary management mode.There is the same problem with Yantai Branch of E Bank whose salary management for middle and back department staff is weak in fairness and efficiency and does not play its due role.This paper analyzes current situations of middle and back department staff in Yantai branch of E bank and the current salary management system.With the salary satisfaction survey results,it shows that salary management system of Yantai branch of E bank has many problems,such as poor fairness and efficiency,unreasonable position evaluation,low basic wage level,unclear post value standards,weak incentive effect of performance-related payand the lack of effective compensation management communication and feedback.In order to solve the above problems in the salary management system of staff of middle and back department,this paper firstly analyzes the strategic environment and objective optimization designs and then uses the Hay's job evaluation method and the BSC(balanced score card)to put forward a series of optimization schemes.For example,dynamic adjustment rules of basic payment related to price and social average wage shall be established so as to ensure the competitiveness of basic wage level and to strengthen the sense of identity and security of staff of middle and back department.Detailed position value assessment processes shall be made,post evaluation criteria systems shall be built and post wage systems shall be optimized.In addition,BSC and department evaluation shall also be considered in the performance evaluation and distribution system so as to objectively and accurately quantify and evaluate daily work performance of employees,to ensure the fairness of employee performance distribution to the greatest extent and to fully play the incentive function of performance-related pay incentive effect.Payment communication schemes shall be optimized and communication level and communication frequency shall be made clear so as to ensure that the payment decision-making information can be made public.At the same time,payment management committee shall make full use of their functions,performance evaluation system shall be made perfect,and payment decision guidance training shall be well conducted.With a series of optimization schemes,it can effectively motivate the staff in the middle and back offices,fully stimulate their enthusiasm and initiative,and promote the sustainable,rapid and healthy development of the bank.
