The research object of this paper is that the collaborative training platform for school enterprise talents of C association has experienced three years of development and several redevelopments.In the process of platform construction,project management is short of the normative system,and there are many problems in technical management,process management and strategic management.The progress of platform in development has been repeatedly frustrated,which eventually leads to the failure of the project.At the same time,in the existing research,the project evaluation research in this field is still deficient,so it is difficult to apply the existing project management evaluation methods to evaluate the project,and also to identify loopholes and other defects.Therefore,it has become a valuable subject in theory and practice to guide enterprises to carry out project evaluation in a timely and reasonable manner and strengthen various abilities of project management.In view of the above mentioned situations,based on the theoretical research results of maturity at home and abroad,followed the thinking of status analysis-maturity assessment-finding the problem-solving the problem,combined with the actual situations and needs of association management,this paper constructs the project maturity model of school enterprise talents collaborative training platform from three dimensions of technology,process and strategy,determines the key process areas of maturity,and establishes the project maturity evaluation system,builds the project maturity model,and realizes the practical application of maturity model in solving the effective evaluation of project management ability in the process of small platform development.Through the combination of literature research and practice,this paper determines that the index composition of the project maturity evaluation system includes three first level indexes: technical management ability,process management ability and strategic management ability,seven second level indexes such as demand management and project comprehensive management,and seventeen third level indexes.This paper puts forward a research method to confirm index weight by combining expert judgment and AHP,and achieves the balance of capability dimensions,elements and indexes in each maturity level.The evaluation experts of association,development unit and the third-party management consulting agency are invited to give weight scores,and AHP is used to process the evaluation data of experts to get the final weight.In the process of maturity evaluation,SPSS software was used to analyze the reliability and validity of the questionnaire.The maturity evaluation score is obtained by weighted processing,and it is determined that the maturity level of the project is at the second level-managed level.It will help us to find out the problems and loopholes in the project management one by one.From the perspective of project maturity and key management process capability improvement,it can confirm the management capability that can be optimized and improved and its maturity level and key process area under the current situation,can analyze the improvement methods of project maturity,and formulate the relevant strategies of key process and maturity level improvement of project management capability.Through the research,this paper constructs a maturity evaluation system supported by 27 indexes,including technical management ability,process management ability and strategic management ability,for the C Association school enterprise talents collaborative training platform project,designs a weight analysis method combining expert evaluation and AHP,and forms a scientific,quantitative and transplantable maturity evaluation system for small and medium-sized projects estimation method.The maturity level of the project is determined to be at the managed level through the maturity evaluation,and the goal of the maturity evaluation is achieved.Based on the evaluation results,the problem analysis is carried out to find out the key process and the causes of the problems in the three indicators of the project management process of the association,to confirm the current key process areas that can be optimized,and finally to put forward a series of strategies for upgrading the maturity optimization of the project.Through the above research,this paper realizes the application of CMMI in the maturity evaluation of small and medium-sized projects.It not only clarifies the goal and way for the development of C association school enterprise talents collaborative training platform,but also provides reference for the maturity evaluation of similar small projects.
