Research On The Cooperativity And Effectiveness Of Fiscal Policy And Financial Policy In Targeted Poverty Alleviation

Targeted poverty alleviation marks a poverty alleviation model in China.At this point,targeted poverty alleviation mainly confronts the problem of insufficient supply of funds.Fiscal policy and financial policy,both acting two major financing approaches,are the crucial factor to ensure the continued progress in development of targeted poverty alleviation.Plagued with existence of departmental boundaries,fiscal policies and financial policies often hold different main bodies,adopt measures and aim for disparate targets,making it difficult to bring out the best synergy in the process of targeted poverty alleviation and to ensure the supply of funds for targeted poverty alleviation for fiscal and financial policies.Therefore,how to improve the effectiveness of fiscal policy and financial policy in targeted poverty alleviation has become an urgent problem which is needed to solve in targeted poverty alleviation.This paper explores the synergy mechanism and effectiveness of fiscal policy and financial policy in targeted poverty alleviation from the perspective of synergy,and forms a model of fiscal policy and financial policy which supports targeted poverty alleviation,further conducting empirical study of effectiveness of synergies fiscal policy and financial policy in targeted poverty alleviation.First of all,the paper gives an introduction of the connotation of fiscal policy and financial policy in targeted poverty alleviation.In addition,the paper seeks to figure out the problems arising from the current fiscal and financial policies,put forward the necessary solutions with the focus of synergy and coordination of fiscal and financial policy and discuss the content of its synergy.Secondly,based on the knowledge of related concepts,the paper combines the relevant theories of targeted poverty alleviation,policy coordination,public governance and other fields to establish the analysis framework of the coordination and synergy mechanism available to fiscal policy and financial policy in the targeted poverty alleviation.Besides,the paper gives details about the mechanism of targeted poverty alleviation supported by fiscal policy and financial policy and its effectiveness in the three levels,namely,policy coordination,policy coordinated measures and policy target coordination.Last but not the least,the papers constructs a effectiveness evaluation model in which fiscal policy,financial policy,and coordination of fiscal play a supporting role in targeted poverty alleviation,and separately analyzes the effectiveness about policy coordination,policy coordinated measures and policy objectives coordination in fiscal policy and financial policy in targeted poverty alleviation.The research results turn out that:(1)The construction of the coordination mechanism of fiscal policy and financial policy in targeted poverty alleviation is badly in need of improving the corresponding synergy framework and greater attention to the improvement of the internal dynamic transmission mechanism of the collaborative framework;(2)the effective support of fiscal policy to ensure targeted poverty alleviation is insufficient and the effectiveness of financial policy to support targeted poverty alleviation is increasing gradually year by year;(3)the effectiveness of synergy in fiscal policy and financial policy to support targeted poverty alleviation is far from sufficient,and the performance in the effectiveness of the main body of fiscal policy and financial policy synergy and target synergy to support effective poverty alleviation is far below the effectiveness of fiscal policy and financial policy measures to support targeted poverty alleviation.The paper is innovative in the study of fiscal and financial policy issues of targeted poverty alleviation from the perspective of synergy,providing new research ideas for fiscal and financial research related to targeted poverty alleviation;Next,the paper integrates the theories of targeted poverty alleviation,policy coordination,public governance,and other fields in an innovative way to construct an analytical framework for the synergy mechanism of fiscal policy and financial policy in targeted poverty alleviation.Thirdly,the paper strives to establish an indicator system for the coordination of fiscal policy and financial policy in targeted poverty alleviation and further measures the effectiveness of synergy in support of fiscal policy and financial policy in targeted poverty alleviation.The research in this paper is greatly significant to guide the government and other relevant departments to scientifically formulate the fiscal policy and financial policy in targeted poverty alleviation,optimize the design of the fiscal policy and financial policy coordination system,and improve the supply of funds for targeted poverty alleviation.
