| As the most advanced city of reform and opening up-Shenzhen,after 40 years of rapid development,the small fishing village in that year has become one of the largest cities in China.Due to the rough development in the early stage of reform and opening up,the previous urban planning has been unable to meet the development needs of modern cities.Wang Yang,the former Secretary of Guangdong provincial Party committee,put forward the examination of "three old transformation" to Foshan City in 2008,and Shenzhen city took the lead in studying the "urban renewal" policy.In 2010,Shenzhen City issued the first "urban renewal measures and rules of Shenzhen City".After eight years of rapid development,areas with clear indicators,clear ownership and low current floor area ratio have long been included in the income of developers.However,there are still many areas that need to be improved urgently due to the surrounding supporting facilities.However,due to the project's own conditions can not meet the existing urban renewal policies and profits can not meet the requirements of real estate developers,so far,they have not been upgraded as required.At the same time,the early "upgrading and reconstruction" projects are all single and fragmented real estate development,and the supporting facilities of single project can not be organically combined with other supporting facilities in the region,resulting in waste of resources,and the simple real estate development can not meet the requirements of sustainable development of modern cities.In order to maintain the sustainable development of the city,this paper proposes a set of solutions to alleviate the land shortage and maintain the sustainable development of the city.This paper mainly analyzes the process of urban upgrading at home and abroad,the situation and advantages and disadvantages of shantytown transformation in recent years in China,and discusses the difficulties existing in the current planning of urban renewal of a community in Shenzhen and how to plan to solve these problems.In the process of urban upgrading and reconstruction,the community has not done a good job in the interest balance management of construction,and there are some problems in resettlement compensation,behavior supervision according to law,and industrial capital that need to be solved.In view of the problems existing in the community,this paper analyzes the problems from three aspects of concept,interest and action,and finds solutions.The urban community managers should first improve the overall urban development The overall consideration and reflection of the level-1 transformation plan,upgrading and improving the concept of management awareness,and coordinating and balancing the benefit distribution in the transformation.Finally,this paper summarizes a solution that can provide sustainable power for urban development by analyzing the actual process of upgrading a community in Shenzhen.The innovation of this paper lies in the organic combination of developers and village stock company(villagers or residents),developers and government,villagers and government,which are independent of each other in the current "urban renewal".Originally,the district government and relevant government units only as supervisors participate in the operation of the whole project,and integrate the overall upgrading and reconstruction of a community in Shenzhen into the whole district Physical planning.At the same time of upgrading and transformation,introduce industries in line with the development of the region,and let the government become the "lubricant" for project promotion.The Village joint stock company cooperates with the developers to meet the needs of each and successfully complete the overall upgrading and transformation of the region.However,the operation method proposed in this paper is still under discussion with the government and the village stock company,and has not yet been implemented. |
