Study On Deepening Refororm Of Community Economy On The Background Of Verall Reform And Sepatial Evolution In Pudong

City community economy defines as all of the economic activities as serving community economy development, improving citizens'living standard and promoting community harmonious development. All of the activities are supported, financed and directed by society and government policies, encouraged and supported by government and its agencies. It is a new economic form. Its essence is to serve our economy.Community economy, originally known as neighborhood economy, has gong sinuous development for half a century from small to large, from weak to strong. It has played an active promotion role for city economy and society, furthermore it has played unique role in such fields as making up missed or imperfect programs, offering adequate and systematic service, allocating employment, paying attention to''the handicapped'', accumulating funds, offering financial support, supporting diversified development, delivering development platform. Deepening development of community economy is one of important parts of reform of economic structure, governmental functions and social management, which features overall, comprehensive and supportive importance. While it is deepening reform, especially State Council approved it as an experimental unit of comprehensive and supportive reform in June 2005, Pudong New Area has been developing in such new fields as transforming government functions, promoting reform of social management system. Therefore it brings forward new requirements in such fields as administrative setup, economic structure and social management, except that it produces new scopes for deepening and developing community economic reform.This article analyzes the development orientation, functions and patterns of community economy in current time from the point of studying the history of community economy. Besides, basing on new measures of promoting management ideas, transforming management system and transferring governmental functions, etc. of comprehensive and supportive reform in this area, it focuses on analyzing issues of deepening reform and development for the community economy in new time. It is presented that orientation for function of deepening reform of community economy should be focused on serving local citizens and society, supporting economy and optimizing life, persisting in the policy of"adjustment, promotion, perfection and enhancement", actively exploring such new development patterns as social security tax system, proximal development, community management and positive interaction between communities. Adjusting economic structure, promoting economic level and perfecting service function, enhancing management level, so that overall objectives are reached to systematize separating administration from enterprises, fictionalize management of branches of trade, clarify owners of property rights, generalize service the society. By combining theoretic and example analysis, theoretically analyzing and explaining its function, role and development patterns of community economy, this article summarizes a variety of knowledge with regularity and generalization so as to enhance Healthy Development of community economy from a point to an area.
