Research On Individual Practicing Credit Based On Supply-side Structural Reform Of Engineering Consultation

The market access system based on enterprise qualification management in the engineering consulting industry is increasingly restricting its own development,at the same time the reform of engineering consulting supply-side puts forward higher requirements for the industry.The contradiction between the market supervision mechanism and the demand of supply-side structural reform makes the construction of individual practcing credit more and more urgent in the engineering consulting industry.At this stage,the engineering consulting industry has not yet formed a set of professional practcing credit management system at the individual level.The registered supervision engineer is selected as the specific object to explore the feasible path to gradually realize the evaluation of individual practcing credit in the transition period of weakening enterprise qualification and strengthening personal practice qualification,and on this basis,suggestions are made on the key work involved in the establishment of individual practcing credit management system.Whether in terms of qualification or credit,individuals and enterprises are in close contact.Therefore,in the transition period of the market supervision mechanism from the qualification management to the combination of qualification licensing and credit,the feasible path to realize individual practicing credit management is:first analysis the content of professional individual practcing credit evaluation from the theoretical level;then integrate the individual practcing credit evaluation content into the existing enterprise credit evaluation system;meanwhile,synchronously promote the construction of individual practcing credit management system.According to the feasible path,the preliminary multi-party perspective index system of individual practcing credit is constructed from multiple perspectives.Then it analyzes that it is feasible to integrate individual practcing credit valuation into enterprise credit,and finally reconstructs the enterprise credit evaluation system in the mode of "enterprise + project director".Finally,some practical suggestions are put forward for the key work involved in the implementation of the individual practcing credit management system,including the design of the credit management system of each link.
