| As a scarce resource on which human beings depend for survival and development,land creates huge economic value in the form of factors of production,and provides inestimable non-economic value by providing functions such as landscape and water conservation.With China’s reform and opening up and the rapid development of society and economy,the scale of urban construction land has continued to expand,the abuse of arable land has frequently occurred,and the contradiction between human and land has become increasingly prominent.On the other hand,there should be a large amount of unused land for construction,which should be used efficiently.This not only exacerbates the contradiction between supply and demand for urban construction land,but also causes land prices and house prices to rise too fast,laying hidden dangers for social stability and the steady and healthy development of the national economy.Therefore,it is necessary to study the problem of idle land in urban construction land,construct the theoretical framework of idle land analysis,analyze the causes and mechanism of idle land in detail,enrich the existing theoretical research of idle land,and provide practical policy suggestions for land administration.Based on the theory of property rights,market supply and demand,the research comprehensively analyzes the causes and mechanism of idle land on the basis of literature review.The research mainly focuses on the following aspects: First,by constructing a theoretical framework for the analysis of the causes of land idleness in the competitive property rights system,the causes of land idleness are analyzed from the aspects of property rights,property rights systems,and market competition.The second is based on the theoretical framework of the analysis of the cause of idle land construction.From the macro and micro perspectives,the causes and mechanisms of the four types of idle land,such as approved but not expropriated,expropriated but not supplied,frictional,and strategic,are analyzed theoretically.Third,based on thecurrent status and characteristics of idle land in Gansu Province,the decoupling model,LMDI model,and fixed-effect model were used to empirically verify the causes of expropriated but not supplied and strategic land idle.The main conclusions of this study are: First,the property right arrangement determines the sustainability of land use.With regard to land with property rights arrangement,its utilization efficiency is also affected by the competition of the property rights system;under the competitive property rights system,the problem of idle land still exists because of market competition damage.Second,the unapproved land at the macro level was left unused due to the difference in the initial allocation of construction land between the central government and the lack of a secondary allocation mechanism for indicators;It is formed by the government’s pursuit of land asset value,and the formation of investment and population on land acquisition without land idle has an indirect driving role.Third,the idleness of frictional land at the micro level is caused by the asymmetry of information in the land market and the time consumption in dynamic land supply and demand.The idleness of strategic land is caused by the land use right holders making speculative land use choices due to the influence of adaptive expectations of rising land prices.Fourth,the long-term unused land is caused by insufficient land market supervision mechanisms.Fifth,the problem of idle land in Gansu Province has three characteristics: quantitative growth,universal distribution,and long-term existence.Through the empirical analysis of macro expropriated but not supplied and micro strategic idle land,the causes of expropriation but not supply idle land in the theoretical analysis are verified.The formation of strategic idle land and the formation of the adaptive expectation of land price rise are negatively related,which may be affected by price transmission,land market monopoly and other factors. |
