Study On The Causes And Countermeasures Of The Idle Land In Panjin

Along with the rapid development of social economy,construction projects built in recent years need a growing number of incremental construction land.This situation causes the existence of large amount of unused rural construction sites,which is a severe restriction of the protection of land factor to economy development.The problem between the government's demand of construction land and the large amount of unused rural construction sites is becoming more and more critical.Laws and regulations of the punishment of wasting construction land appears to be harsher since China is paying more attention to the unused land problem.This article studies Panjin's idle land based on the theories of economical and intensive utilization of land resources,land location,cost and benefit,market failure and government failure.It analyzes the characteristics of Panjin's idle land and the factors that affect its development.Several solutions are mentioned here according to existing difficulties under the current law,which act as a theory of the future strategy.This study achieved the following results:(1)Current condition of the idle land in Panjin.According to this study,there are large amount of unused land in Panjin and has an uneven distribution that the region which developed faster has a larger amount of idle land;the majority is residential land and the main way of supply is open selling;the medium land parcel takes the first place here and larger land parcel is being wasted more than medium size.(2)The reason of this situation is lack of annual land supply plan,the adjustment of urban planning,the failure of house demolition and the housing slump.(3)The analysis of idle land solution's difficult points based on existing laws and the study of temporary land-use plan.The main problem includes the selling contract party's failure of defining the subject of liability for breach of contract and government's missing compensation due to the disposition of idle land;it is very difficult to achieve free recovery idle land caused by enterprise's reason.The theory of conservation and intensive land use means create temporary-use land here,like temporary greenbelts,temporary urban squares and nursery gardens.(4)It is important to solve the idle land problem by merging laws together with the precaution and improving the urban planning.The optimization of land supply and supervision after supplement are critical,too.
