Research On The Laborer’s Interests In The Collective Ownership Of Our Countryside

It is a long-disputed reality that the laborers’ interests protection mechanism is imperfect in the rural collective ownership of our countryside,which leads to the laborers’ interests being violated.The report of the 19 th National Congress put forward the strategy of rural revitalization and the concept of people-centered development;emphasize the main position of peasant,deepen the reform of rural collective property rights system;It is urgent and necessary to study the laborers’ interests in the rural collective ownership.Based on the fundamental position of laborers,it is urgent to discuss the theoretical basis of laborers’ interests protection and rural collective ownership reform,reflect on the issue of laborers’ interests in rural collective ownership,and re-examine the direction of rural collective ownership reform.Based on the fundamental position of laborers,this thesis takes Marx’s labor theory of value and the theory of ownership as the theoretical basis,sorts out the main manifestations and causes of the violation of laborers’ interests,and aims to propose the direction of rural collective ownership reform with protection of laborers’ interests as the core.Therefore,this thesis first defines the concepts of ownership,rural collective ownership and laborers’ interests,and takes Marx’s labor theory of value and ownership theory as the theoretical basis to realize and safeguard laborers’ interests in the reform of collective ownership.Secondly,this thesis sorts out the realization forms of laborers’ interest security in the rural collective ownership in China,and summarizes the main manifestations of the infringement of laborers’ interests from three aspects: the weakening of laborers’ subject status,the loss of public value created by laborers,the infringement of peasants’ interests in land expropriation and circulation.On this basis,the author discusses the causes from four aspects: the theory,the system,the regime,the quality and skill of laborers and the degree of organization.In other words,the defects of collective ownership in theory lead to the lack of labor ownership in terms of content.The theoretical defect of collective ownership leads to the lack of labor ownership force of content,and the imaginary position of laborers as the subject of labor ownership and the ownership of means of production is the theoretical root.The imperfect system of collective ownership rights of rural land is the cause of the system.Under the administrative centralization system,the democratic legal system is not perfect,which leads to the laborers’ lack of democratic control and supervision of the exercise institution exercising the right of public occupation as the subject of ownership.The low level of laborers’ quality,skill and organization is the internal reason.Finally,based on the fundamental position of laborers,this thesis proposes the direction of rural collective ownership reform from the five aspects of the basic concept,goal orientation,basic principles,system guarantee and internal mechanism of rural collective ownership reform.That is to establish the laborers’ subject status as the basic concept,to safeguard the interests of laborers as the goal orientation,to improve the rural collective ownership in the principle of democratic legal system,to rebuild the system of individual ownership as the rural collective ownership guarantee and to improve the quality and skills of laborers and organizational level as the internal mechanism.The innovation of this thesis is based on Marx’s labor theory of value and based on the laborer’s standpoint of this thesis,pointing out that we should reform our country’s rural collective ownership in the direction of re-establish individual ownership.
