Investigation Report On Corn Planting Insurance In Hebei Province

As one of the three major food crops,corn is not only an important food crop,but also a high-quality animal husbandry feed and an important chemical raw material.Corn plays an important role in agricultural production.China is not only a big corn producer,but also a big corn consumer.Therefore,the production status of corn directly affects the development of animal husbandry,light industry,energy and other related industries,relates to national food security and people’s living standards,and plays an important role in social and economic development.Hebei province is a major grain-producing province in China.The planting area and yield of corn in Hebei province account for a large proportion in the whole country.Corn is a kind of food crop that is vulnerable to natural disasters,diseases and insect pests.Hebei province has a special geographical location and is also affected by the temperate continental monsoon climate.It often suffers from extreme disaster weather such as rainstorm,waterlogging,wind disaster,hail disaster and freezing disaster,which will seriously affect the corn yield and farmers’ income.Policy-based agricultural insurance has flourished in Hebei province since it was piloted in 2007.Therefore,the design and promotion of corn planting insurance according to local conditions can not only guarantee farmers’ income,but also guarantee the steady development of corn planting industry,which can promote China’s food security.The insurance willingness of corn growers is the key to the sustainable development of corn planting insurance.However,there are still some problems in corn planting insurance in Hebei province,such as low guarantee level,low claim efficiency and prominent moral hazard,which affect the insurance enthusiasm of corn growers.The main research contents of this paper are as follows: a targeted questionnaire survey was conducted among corn farmers in 11 prefecture-level cities in Hebei province,and the factors affecting the willingness to insure corn planting insurance were obtained by means of descriptive statistical analysis.The binary Logistic regression model was established,and empirical analysis was used to obtain the influence direction,influence size and effect of the influencing factors of maize planting insurance intention.On the basis of descriptive statistical analysis and empirical analysis,the problems of corn planting insurance development in Hebei province are summarized.Based on the experience of American agricultural insurance,some Suggestions are put forward to promote the development of corn planting insurance in Hebei province,such as optimizing the proportion of subsidy,scientifically determining the premium rate,improving the level of guarantee and improving the efficiency of claim.The innovation of this paper is to make a systematic research on corn planting insurance in Hebei province by comprehensive use of five methods: literature research,questionnaire survey,statistical analysis,empirical analysis and normative analysis.Of corn and corn insurance development present situation in Hebei province adopts literature research,corn farmers’ willingness to insure of Hebei province by statistical description analysis,of Hebei province corn farmers’ willingness to insure the empirical analysis,the factors which influence on corn insurance problems and countermeasures in Hebei province,using normative analysis.The combination of the five research methods makes the conclusion more objective.
