Research On Countermeasures For Local GDP Data Quality Management

Government statistics are an important evaluation tool for measuring the level of local economic and social development.GDP is the most core and important government statistical indicator in the government statistical monitoring system.It is closely related to the economic policies formulated by the local government.The development is somewhat affected by the quality of GDP data.In 2019,in order to strengthen the quality of GDP data,the National Bureau of Statistics of China introduced unified GDP accounting reforms throughout the country.S City of Hebei Province also seriously carried out unified GDP accounting work in accordance with the requirements of the National and Provincial Statistics Bureaus to promote the improvement of the quality of GDP data in S City.In view of this,the research idea of this article is: from the perspective of the composition of the S city government 's statistical GDP accounting agency,GDP production processes,and S city GDP data quality evaluation measures,analyze the problems existing in the S city 's GDP data management and analyze the problems For the root cause,try to put forward some ideas and countermeasures to improve the quality management of GDP data in city S.This article mainly selects the statistical department of S city,some county and district statistical departments,and enterprises as reporting units as the research object.Through consulting historical data,interviewing government statistical departments,and corporate staff,it is found that the quality management of GDP data in S city still exists Three problems: First,the quality of basic GDP data is not high.Enterprises have repeatedly reported GDP and caused overestimation of GDP.At the same time,enterprises have not included regular statistics and caused underestimation of GDP.The second is that the GDP data is poorly connected and not very different.There is a certain difference between the aggregated data of the counties and districts of S city and the data of S city,and there is a problem that the cities and counties are not connected.There is also the problem that the difference in the value added of theindustries in each county cannot be specifically reflected by statistical data.Third,the independence of GDP is not strong.From an organizational perspective,it is found that GDP data is greatly affected by local government leaders,which is the main reason for the poor quality of GDP data.After careful analysis of the above problems,it is found that there are five reasons for the problems: First,the implementation of statistical laws and regulations is not in place,and statistical law enforcement is weak.Second,the assessment methods for cadres are biased.Third,the independence of the local statistical organization structure is not strong.Fourth,the statistical work at the grass-roots level is not carried out solidly.There are weak links in both the hardware and software aspects of the basic-level statistical work,and the statistical consciousness of corporate report staff is not strong.Fifth,the local GDP accounting method is still lacking,the hierarchical accounting system is defective,and the relevant indicators of the industry accounting basis are not sufficiently different.To some extent,these problems are affecting the further development of the quality management of GDP data in city S.After an in-depth analysis of the problems in the quality management of GDP data in city S,this article then proposes countermeasures to improve the quality management of GDP data in city S: improve relevant laws and regulations of statistics and further strengthen statistical enforcement.Establish a scientific and reasonable cadre assessment mechanism,and eliminate the old cadre assessment thought based on GDP theory.Optimize statistical organization and management to ensure the independence of statistics.Start from the source,improve the accuracy of corporate reporting,and improve the department's statistical capabilities.Increase the publicity of GDP data,improve the transparency of GDP accounting,establish a good atmosphere of statistical public opinion,and ensure the authority of GDP data.Accelerate the reform of GDP accounting methods in accordance with economic and scientific principles,and ensure the improvement of the quality of GDP data in terms of GDP accounting methods.
