As an important support of national financial revenue,tobacco industry has made a great contribution to national tax revenue.However,with the decline of macro-economy,the increase of policy control,the end of consumer dividend,the aggravation of market brand competition and other adverse factors,the whole industry will still be in a period of deep adjustment of "high platform and low growth" in the future.With the advent of big data algorithm,artificial intelligence and industry 4.0 era,human capital has far exceeded material capital,which has become the main judgment to measure whether enterprises can develop well.As a tobacco processing and manufacturing enterprise,if product quality is the core goal it pursues,it is the most powerful means and key guarantee factor in the human capital management of the enterprise to directly face the incentive of production and operation employees.This paper uses a variety of incentive research theories at home and abroad,literature method as the theoretical support,interview method and questionnaire survey to grasp the core demands of employees,in-depth explore the status quo and core issues of production and operation employees' incentive in s Cigarette Factory: post setting,salary structure,performance appraisal,employee training,culture shaping,etc.,and conduct in-depth research and comprehensive analysis.Starting from the needs of production and operation employees,combined with the actual situation of the enterprise,the upgrading of incentive measures,building and secondary construction of the mechanism are carried out,including: Innovating the specific link design of the work;improving the post salary setting,adding professional titles,professional qualifications and other participation proportion;recreating the performance appraisal rules,simplifying the appraisal items,and close the relationship between appraisal and salary.We should systematically improve the training system,strengthen the feedback,reshape the corporate culture and so on,so as to create a more effective incentive strategy in an all-round way.In view of the unique characteristics and the actual situation of the tobacco industry,in the last part of this paper,the author analyzes the measures to guarantee the implementation of the new incentive mechanism,so as to correct the deviation in time,adjust measures to local conditions,and achieve the purpose of activating employees and improving the performance of production and operation employees in various functional departments.In the past few years,s cigarette factory has achieved the smooth completion of various indicators issued by the company through the operation of R cigarette brand.However,with various adverse factors such as economic downturn and intensified market competition in China,the existing employee incentive scheme has obviously lagged behind the rapid development of external environment changes.Therefore,designing a set of effective employee incentive scheme which is more suitable for the current characteristics of the enterprise has a profound significance and significant impact on the rapid development of s-roll tobacco factory,and it will also have a certain reference for other enterprises in the industry.
