Study On The Implementation Situation And Opti Mizationin Quality Safety Policy Of Anxi Tea

Anxi is the hometown of oolong tea and the birthplace of the famous tea "tieguanyin".Tea production is the lifeblood of Anxi national economy.About 80% of the county's population is engaged in tea-related industries,which promotes the development of other related industries.Anxi is dominated by the tea industry.Whether the tea quality meets the standard is closely related to whether the economy of Anxi can achieve a healthy,stable,sustainable and rapid development.In recent years,the quality of Anxi tea has been affected by pesticide residues,production and processing conditions,fake and shoddy products and other factors,leading to a series of problems such as the decline of tea price,the reduction of export volume and the decline of sales volume,which have affected the economic and social development of Anxi.In order to solve this problem and comprehensively improve the quality of Anxi tea,governments at all levels and tea operators in Anxi attach great importance to the improvement of tea quality and safety.The government has formulated and issued a number of policies to improve the quality and safety of tea,such as constructing ecological tea gardens,establishing a quality and safety traceability system,and promoting the prohibition of the use of tea presses and herbicides.However,improvethe tea quality and safety measures in help or supervise the tea farmers,tea such as tea,tea enterprise operators to improve the tea quality at the same time,also caused some negative effect,or tea business subject to the government policy has certain resistance,the condition of implementing snub,not reached the expected effect of policy implementation.To fundamentally promote the policy implementation and improve the quality of tea,it is necessary to fully grasp the evaluation and implementation of the tea quality safety improvement measures implemented by the government by the operating entities,and explore the root causes behind the strategic response or low evaluation of these operating entities to the tea quality safety policies.But currently existing problems and its promotion strategy focus on tea quality and safety of the researchers in the majority,and the tea quality and safety measures from operators and the evaluation of the implementation of the researchers,from the perspective of tea operators to explore the reason behind the inadequate enforcement of policy evaluation is not high in less scholars,in view of this,this study through the investigation and interview on the tea business subject and fully operators to collect and master each link tea to tea quality and safety policy itself,policy implementation,policy implementation way of evaluation,and implementation of policy,the policy improvement suggestion and so on various aspects of information,The evaluation and response strategies of tea operators to the policies arepresented intuitively,the implementation of relevant policies is preliminarily understood,and the causes behind are explored and analyzed.On this basis,some suggestions for optimizing the quality and safety policies of tea in Anxi are put forward.On the one hand,it enriches the theoretical research results in the field of tea quality and safety.
