Transformation and upgrading and structural optimization are the problems that China's manufacturing enterprises need to solve urgently,and innovation is the key link to realize the transformation and upgrading of manufacturing enterprises and promote the healthy development of enterprises.With the continuous fluctuation of the macro economy,the uncertainty of the external environment facing the company is increasing,and the competition in the product market is intensifying,relying solely on technological innovation can no longer help manufacturing companies build a differentiated competitive advantage in external markets,and transitioning to services has become another option for manufacturing companies to innovate.Driven by the limited resources of enterprises and the uncertainty of the external environment,whether technological innovation or service innovation has become an important content of manufacturing enterprises.Slack resources and political resources as an important internal and external innovation resource replacement and innovation resource acquisition method,respectively,will have an important impact on corporate innovation behavior.Study the relationship between slack and political resources,environmental uncertainty and manufacturing enterprise innovation,is of great practical significance to optimize the allocation of resources for manufacturing enterprises,maintain internal resource balance,make innovative choices that are conducive to the long-term development of enterprises in light of their own resources in an uncertain environment,and promote the transformation,upgrading and innovative development of manufacturing enterprises.Based on the relevant theoretical basis,this paper uses panel data of 560 listed manufacturing companies in China from 2007 to 2017 to examine the impact of slack resources and political resources on manufacturing companies' technological innovation or service innovation and the regulatory role of environmental uncertainty in it.research shows:(1)The impact of slack resources on the technological innovation of manufacturing enterprises is an inverted U-shaped relationship,and the impact on the service innovation of manufacturing enterprises is a positive U-shaped relationship;the influence of political resources on the technological innovation of manufacturing enterprises is an inverted U-shaped relationship;and environmental uncertainty has an enhanced effect on the ab tionship.(2)The inverted U-shapedrelationship between slack resources and technological innovation is mainly manifested in growing-up enterprises,the inverted U-shaped relationship between political resources and technological innovation is mainly manifested in the growing and mature enterprises,the positive U-shaped relationship between slack resources and service innovation is mainly manifested in enterprises in recession.(3)The threshold regression results show that,when the slack resources are between 0-0.4516,the slack resources have the greatest effect on promoting enterprise technological innovation;when the slack resources are between 0.4516-0.7815,the slack resources can still promote the technological innovation of the enterprise;when the slack resources are between 0.7815-2.495,the slack resources begin to inhibit the technological innovation of the enterprise;when the slack resources cross 2.495,the slack resources inhibit the enterprise's technological innovation and promote the enterprise's service innovation.In addition,when political resources are below the threshold of 0.2,political resources have a promoting effect on technological innovation.This article examines the impact of slack and political resources on manufacturing companies' innovation choices from the perspective of environmental uncertainty,and breaks through the research paradigm that focuses on manufacturing companies' technological innovation.Based on the product-led logic and service-led logic of manufacturing companies,we refine enterprise innovation into technological innovation and service innovation,which enriches and expands existing research,and provides a meaningful theoretical reference for the innovative choice of manufacturing enterprises under the dual conditions of environmental uncertainty and resource limitation.
