Research On Performance Evaluation Of Government Financed Research Projects Based On Classification And Comprehensive Weighting

China attaches great importance to the development of science and technology,so that the scale of government financed research projects is increasing.As an important part of science and technology management,performance evaluation of research projects is becoming increasingly important.However,in the process of implementation,there are still problems such as focusing on quantity and process,and not establishing a targeted evaluation index system according to the characteristics of the project.For this reason,a series of policies,regulations and management measures have been successively issued,which provide strong support for the development of science and technology,and institutional guarantee for performance evaluation.Based on the project of Beijing Municipal Science Committee,this study actively responds to the policy documents and explores a set of performance evaluation index system and model for government financed research projects that can be used for practical evaluation.This thesis combines the development process and performance evaluation status of government financed research projects in China,summarizes the shortcomings of the current performance evaluation system of scientific research projects through literature research and a variety of ways of research,and explores the methods to solve the problems.This thesis defines the research category of government financed research projects,based on the diversity of different types of research projects in the purpose,mode and requirements of activities,and defines the basic idea of classified evaluation.From the perspective of project type,basic research and application-development are distinguished,and the focus of the two directions,achievement differences and characteristics of implementation management are summarized to determine the evaluation focus.In accordance with the development law of "emphasizing quality and results" in scientific research management in the new era,guided by innovation quality and contribution,the performance of scientific research projects is measured in terms of output and benefit from the perspective of project achievements.Three levels of indicators are designed,and the combination of qualitative and quantitative analysis is adopted.The thesis gives definition and detailed content of indicators at all levels and constructs a reasonable performance evaluation index system of government financed research projects.This thesis summarizes the basic process of performance evaluation of general government financed research projects,constructs a structural model of performance evaluation,and applies the proposed performance evaluation index system to implement the evaluation work.In the process of index weighting,the method of AHP-entropy weight is creatively put forward.The "expert judgment index" is introduced to calculate the weights of all levels of indexes,and the pertinence and differentiation of indexes are emphasized to highlight the key points of evaluation.Finally,the two-dimensional analysis of output and benefit is used to evaluate the project performance,so that the evaluation results are more balanced,intuitive and clear.Through the application of performance evaluation of representative cases,the application methods of evaluation system and model are explained,and the practical significance of the study is verified.
