Research On Investment Risk Management Of PPP Leisure And Sightseeing Agricultural Projects

In recent years,leisure agriculture projects such as "characteristic towns","agritainment" and "agricultural manor" all over the country have been growing day by day,and the government has also issued relevant policies to support the development of leisure and sightseeing agriculture with unlimited potential.Comprehensive agricultural project is much by government is responsible for in the past,the application of PPP projects in China are mostly in terms of municipal engineering and transportation,very few applications in the field of agriculture,at present our country has just started the construction of the leisure sightseeing agriculture,leisure sightseeing agriculture in the PPP project management experience in very few,the corresponding investment risk management research is insufficient,therefore the PPP leisure sightseeing agriculture project investment risk management study is very necessary.Taking PPP leisure and tourism project as the research object,this paper mainly USES the method of risk checklist and cluster analysis to study the investment risk of PPP leisure and tourism agriculture project.First of all,using the method of risk checklist for PPP leisure sightseeing agricultural project investment risk factors were analyzed,and from the national level,market level and project level hierarchical segmentation,formed contains seven primary risk assessment indexes and 17 secondary risk evaluation index of the PPP leisure sightseeing agriculture project investment risk rating index system;Then,by issuing questionnaires,we obtained the evaluation of investment risks of PPP leisure and sightseeing agriculture projects by relevant professionals.By using the method of cluster analysis,we comprehensively evaluated the investment risks of PPP leisure and sightseeing agriculture projects.After according to the investment risk sharing principle,through summarized the PPP leisure sightseeing agriculture general operating process of the project,build up the risk sharing between the government and social capital in the process and risk sharing mechanism,and explains the concrete share,formed a set for the PPP leisure sightseeing agriculture project investment risk management system;Finally,taking the PPP project of wuxi guzhuang ecological agricultural science and technology park as a case,the paper analyzes its investment risk and corresponding investment risk sharing measures by using the research content of the paper to verify the previous research.It is hoped that the research conclusions of this paper can be used for reference to improve the participation of social capital and the management of investment risk of PPP leisure and sightseeing agriculture projects,so as to promote the development of agricultural economy and tourism.
